Zorg 2244ef23df Add documentation for testing notarized production builds (#228 )

This advises developers to use alternate feed with a forever-far-out stub build.

Proper testing of notarized builds is useful for testing code signing policies that may not otherwise be triggered.

Website for Sparkle, an easy-to-use software update framework for macOS applications.

Running

Install Jekyll.
Run in terminal:
```
jekyll serve
```
Open http://127.0.0.1:4000/ in your browser.
