The missing mpfr4.so.4 library was actually x86_64 and only required
this to be added to the host system with "apt-get install mpfr4" to
fix this toolchain.

to the new "roberta" VM as the hardware can now support running

Since the recovery of the system (19 Nov 2019) the OUYA toolchain detection was broken
We moved the 3rd party libraries of OUYA in the same folder as the other android toolchains, created a fresh ndk standalone toolchain for API 16, and now OUYA will be using that one, as well as the base NDK and the android SDK that the rest of the toolchains use.
