sebmarkbage dc9a0aa279 Rename default FlightClientConfigs to FlightClientStreamConfig (#28382) 
Since this is more about specifically the streaming protocol and I'll
add other dimensions that don't map 1:1.

E.g. some configs need to be the same across all servers.
