Sophie Alpert a2d84fa613 pointer-events: none to fix flicker on Overlay "tip"

If click-to-inspect then hover an element in just the right place, it flickers between two elements because this "tip" element catches the hover. This should fix it.

This is an experimental rewrite of the React DevTools extension (see github.com/facebook/react-devtools). This project is not supported and has only been posted as a way of sharing ideas with others who may be interested.

To get started...
