[sprout] Enable sprout on all new fixtures
--- Rename `SproutOnlyFilterTodoRemove.ts` to `SproutTodoFilter.ts`. I've tried to group the skipped fixtures by difficulty and add comments about what need to be done, also happy to change the structure of this. From this point, sprout will run on all new fixtures by default. If the fixture forgets to export a `FIXTURE_ENTRYPOINT`, sprout will fail with this error. <img width="853" alt="Screenshot 2023-08-15 at 5 59 32 PM" src="https://github.com/facebook/react-forget/assets/34200447/0f80d650-1dc1-4df4-9710-e49acbb424b0"> See #1961 for an example of how to annotate existing skipped fixtures or new ones.
