This pull request resolves a problem related to accessing blobs greater than 64 KB on Android. When an object URL for such blob is passed as source of `<Image />` component, the image does not load.
This issue was related to the fact that pipe buffer has a limited capacity of 65536 bytes (https://man7.org/linux/man-pages/man7/pipe.7.html, section "Pipe capacity"). If there is more bytes to be written than free space in the buffer left, the write operation blocks and waits until the content is read from the pipe.
The current implementation of `BlobProvider.openFile` first creates a pipe, then writes the blob data to the pipe and finally returns the read side descriptor of the pipe. For blobs larger than 64 KB, the write operation will block forever, because there are no readers to empty the buffer.

This pull request moves the write operation to a separate thread. The read side descriptor is returned immediately so that both writer and reader can work simultaneously. Reading from the pipe empties the buffer and allows the next chunks to be written.

The `BlobCollector` native module stored a `jni::global_ref` as a member,
and its destructor automatically destroys it.
However, as noted in JSI documentation, there is no guarantee that the destructor
is run on a JVM-registered thread. The destructor knew this and used a `jni::ThreadScope`
to do some other JNI behavior, but the global_ref needs to be destroyed during
that ThreadScope as well.

This is an incomplete effort to migrate from libfb to libfbjni. This is needed to restore the compatibility with Flipper and other FB Android projects that make use of FBJNI. Effectively, the outcome is that `fbjni` no longer has a checked-in copy here, but instead relies on the public artifacts published at github.com/facebookincubator/fbjni that can be deduplicated at build-time.
**A non-exhaustive list of tasks:**
* [X] Gradle builds the SDK and RNTester for Android.
* [X] Buck build for rntester works in OSS.
* [ ] Move from `java-only` release to full `fbjni` release. This requires finding a solution for stripping out `.so` files that the old `Android.mk` insists on including in the final artifacts and will clash with the full distribution.
* [ ] Import this and fix potential internal build issues.
* [ ] Verify that the changes made to the Hermes integration don't have any unintended consequences.

The commit had to be reverted because it caused a crash when using remote debugging in chrome. This is normal since jsi is not available in that environment. The crash was caused by `jsContext.get()` being 0, then being dereferenced later in c++. We can simply skip initializing the blob collector in this case.
This also includes the fix from https://github.com/facebook/react-native/issues/25720 to fix a crash when using hermes.

D15826082 was reverted because it introduced a crash in Ads Manager for Android (see P67222724).
This diff fixes the crash and re-applies D15826082. The problem was that `jni::findClassStatic` in the destructor of BlobCollector.cpp couldn't find the Java class `com/facebook/react/modules/blob/BlobModule` and crashed the app.
JNI didn't seem to have access to the Java class loader probably because the destructor was called from a non-Java thread (https://our.intern.facebook.com/intern/wiki/Fbjni/environment-and-thread-management/?vitals_event=wiki_click_navigation_link#threads). The fix is to wrap the code in the destructor inside `ThreadScope::WithClassLoader `, which will allow to run code that has full access to Java as though you were running in a Java thread.

D15279651 introduced a crash for Oculus Twilight on Android (T45199437), so it was reverted by D15611385.
This diff fixes the crash and re-applies D15279651. The problem was that ProGuard renamed BlobModule.remove() to BlobModule.release(), but the C++ code in `BlobCollector.cpp` still expected the old name. I confirmed this by looking at the Extracted Symbols file for the build which introduces the crash (https://fburl.com/mobile/ud40od3i):

This is the first PR from a series of PRs grabbou and me will make to add blob support to React Native. The next PR will include blob support for XMLHttpRequest.
I'd like to get this merged with minimal changes to preserve the attribution. My next PR can contain bigger changes.
Blobs are used to transfer binary data between server and client. Currently React Native lacks a way to deal with binary data. The only thing that comes close is uploading files through a URI.
Current workarounds to transfer binary data includes encoding and decoding them to base64 and and transferring them as string, which is not ideal, since it increases the payload size and the whole payload needs to be sent via the bridge every time changes are made.
The PR adds a way to deal with blobs via a new native module. The blob is constructed on the native side and the data never needs to pass through the bridge. Currently the only way to create a blob is to receive a blob from the server via websocket.
The PR is largely a direct port of https://github.com/silklabs/silk/tree/master/react-native-blobs by philikon into RN (with changes to integrate with RN), and attributed as such.
> **Note:** This is a breaking change for all people running iOS without CocoaPods. You will have to manually add `RCTBlob.xcodeproj` to your `Libraries` and then, add it to Build Phases. Just follow the process of manual linking. We'll also need to document this process in the release notes.
