## Overview
When I implemented `ignoreLogs` it was originally just to move `console.ignoreYellowBox` over to LogBox. When I did that, I also added filtering for console messages too. My thought process was: Developers probably don't want to configure hiding logs twice, so the LogBox method can handle both.
This was a mistake. We should never hide console errors and warnings, because it completely silences important feedback to the users such as deprecation warnings. These issues should be fixed, not silenced, and since adding the silencing behavior it's clear that this feature is being abused to ignore legitimate warnings that need address.
Issue #33557 is a great reason why - the correct fix for this is not to ignore the errors, it's to address the deprecation / removal of the API. Allowing an easy `ignoreLog` method to hide the problem made this migration much more painful.
Thus, we're reverting back to the pre-logbox behavior of always showing console logs, even if they're ignored by LogBox in the app UI. Hopefully, this results in more of these issue being addressed instead of ignored.

Summary:
React Native's TS definitions are currently mostly stored in one monolithic file. This change splits the definitions up to correspond to the source files they came from, and are placed next to the source files. I think this should help inform, and make it easy to update the TS declarations when touching the Flow file.
I noticed as part of the change that the typings have not yet removed many APIs that were removed from RN. This is bad, since it means using the removed/non-functional API doesn't cause typechecker errors. Locating typings next to source should prevent that from being able to happen.
The organization here means individual TS declarations can declare what will be in the RN entrypoint, which is a little confusing. Seems like a good potential next refactor, beyond the literal translation I did.

This test currently uses `jest.runAllTicks()` to execute cached, immediately-resolving promises, under Jest "legacy" timers (the RN default) - this works only because [we polyfill Promise](https://github.com/facebook/react-native/blob/main/jest/setup.js#L24) using a userland JavaScript implementation that internally uses mocked-out timer functions.
Here we change to a more universal approach by adding a new microtask/promise to the end of the queue and awaiting it.
This allows us to remove our Promise polyfill from Jest setup (to follow).

This test was causing uncaught promise rejections, because the mocked `symbolicateStackTrace` in this test returns a different type from the real one, causing `LogBoxSymbolication`'s unawaited, cached promises to reject.
This wasn't picked up as a test failure because our `promise` polyfill silently swallows uncaught rejections, but it does cause a failure if we use native promises in tests.

We're replacing console.disableYellowBox (untyped, global hack, only warnings) with LogBox.ignoreAllLogs() (typed, local method, handles errors and warnings). rickhanlonii made the initial deprecation of this >2 years ago in https://github.com/facebook/react-native/commit/87f1e22434210ad22f526422bbda0413f59786ce . This diff finally removes the support of `console.disableYellowBox`. Users of LogBox should be using `LogBox.ignoreAllLogs`. This removal also allows us to move LogBox to strict mode flow.

Some components are using `LogBoxData` directly, forcing logs to be shown on the screen even when LogBox is uninstalled. This changes all accesses to `LogBoxData` to go through `LogBox` so `uninstall` is used correctly.
It also changes when LogBox is installed, moving it from `AppContainer` to `InitializeCore` (which happens earlier) so we can capture more logs in LogBox.
