React-jsi provides JSI to allow React Native to interface with JavaScriptCore.
The hermes-engine Pod provides a second copy of JSI, as Hermes is built and linked statically with JSI.
This second copy of JSI would lead to an [ODR Violation](https://en.cppreference.com/w/cpp/language/definition).
To resolve this, when Hermes is enabled:
- React-hermes and hermes-engine are installed.
- React-jsc is not installed.
- React-jsi continues to be installed.
- React-jsi will not build JSI.
- React-jsi will declare a dependency on hermes-engine.
The result is that the JSI dependency for React Native is satisfied by hermes-engine, and there is no duplicate JSI library in the project.
When Hermes is disabled:
- React-jsi and React-jsc are installed.
- React-hermes and hermes-engine are not installed.
- React-jsi will build JSI.

The React-jsi Pod was serving two purposes: building JSI, and configuring JavaScriptCore as the JS engine.
By splitting the React-jsi Pod into React-jsi and React-jsi, we can start working towards de-coupling the JSI dependency from any particular JS engine.
Pods that depended on React-jsi, now depend on React-jsi and React-jsc.
One exception to this is React-hermes, which is only installed when Hermes is enabled, and thus does not require JavaScriptCore.
Upcoming commits should take care of removing the React-jsc dependency when Hermes is enabled, but it is out of scope for this commit.

Add full functionality for `Symbol`s and `BigInt`s in the debugger. Note- using the [protocol monitor](https://umaar.com/dev-tips/166-protocol-monitor/) was the most reliable way of figuring out which fields exactly need to be set for these types to play nicely in DevTools. I brought up the monitor and then used the regular, standard chrome console with the functionality I wanted:
- Evaluating `Symbol` and `BigInt` literals, like `Symbol.for("a")` and `1n`
- Right-click save the resulting expressions
From there, I inspected the CDP messages being sent. Then I was able to fill in the correct fields from there, and be confident that those were correct, given that I was copying the exact behavior of Chrome itself.

Summary:
This change starts adding more coverage to GitHub Actions. Existing workflows are split up to be per-platform, and stale scripts, etc are removed.
We are currently limited a bit by issues with the build itself, but this still adds a good bit of coverage that readily works, and adds places to inject more.
Another option would have been to move these to CircleCI where we have more credits, or used docker images instead of manual setup steps. etc, The Yoga build and number of changes is very light though, so we don't really need the complexity yet.
Some TODOs:
1. Fix the Apple Builds (pod lint and pod install return errors seen by the community)
2. Add working Android UTs
3. Add C++ UTs
4. Add Apple Publish
5. Add version stamping

This extracts the core changes from https://github.com/facebook/yoga/pull/1116, to support gap/row-gap/column-gap, mostly identical, apart from the rename of gaps -> gutters.
The core functionality in this PR looks to be well tested from the fixtures added. I am not an expert in the internals of Yoga, but I am seeing everything that I would expect to. The space for the gap is accounted for in line-breaking, and the accumulated gaps limit the available line-length, before sizing flexible children, so items are sized correctly as to accommodate the gap. Then the gap is used for spacing during main axis and cross-axis justification.

react-native-windows builds treat a lot of c++ compiler warnings as errors. Including ones that cause value truncation when assigning `size_t` values to an `int`.
This fixes the compiler warning, by using `size_t` as the type for `i`, which matches `size`. I then modified the loop to avoid the value underflow that occurs when decrementing an unsigned zero value.

Fixes Xcode release builds when Hermes is enabled.
The Hermes debugger is loaded by the Hermes executor only if HERMES_ENABLE_DEBUGGER is defined. The hermes-engine Pod would set `HERMES_ENABLE_DEBUGGER=0` in release builds, but of course this would satisfy the HERMES_ENABLE_DEBUGGER ifdef check, leading to build time issues due to missing `hermes::debugger` symbols.
Now, both the `hermes-engine` and `React-hermes` pods only set `HERMES_ENABLE_DEBUGGER=1` in debug builds. No gcc preprocessor definition is added by these pods in release builds.

Summary:
While working on https://github.com/facebook/react-native/pull/34513 I noticed that on main branch the versioning is not really consistent everywhere. So this PR is an attempt at realigning so that on the main branch, RN is 1000.0.0 everywhere - in a way, it's cleaning up the room for the monorepo work to go flawlessly).
It's just a pass of `node scripts/set-rn-version.js --to-version 1000.0.0`.
There's the small chance that some versions where kept to 0.0.0 on purpose (build tools are weird), so we might just have to close this off. No big deal :)

Summary:
Previously, ViewPropsMapBuffer conversions were hardcoded deep in Android infrastructrue. I've generalized this into a different mechanism to allow any Props struct to support MapBuffer props.
There are still some things that need to be cleaned up and this should be treated as experimental. One thing we likely want to do is remove the hardcoded IDs (fine for codegen'd code; less so for handwritten) and use compile-time-hashed IDs instead with human-readable string names.
