Stefan Wrobel 0afba0e90d Restore refresh spinner fix (#30978)
Summary:
Fixes https://github.com/facebook/react-native/issues/30912
Reverts https://github.com/facebook/react-native/issues/31024 which did not fix the issue

This fix was removed in https://github.com/facebook/react-native/issues/28236, however it caused bug https://github.com/facebook/react-native/issues/7976 to resurface, as reported in https://github.com/facebook/react-native/issues/30912

David Biedenbach 310a6bcf4b Fix Issue 10718: Add iOS support for progressViewOffset (#30737)
Summary:
Fixes https://github.com/facebook/react-native/issues/10718, bringing `progressViewOffset` support to iOS.

Thanks to Taylor123 for the initial PR upon which this fix is based.

Janic Duplessis e67811e7a6 Fix RefreshControl layout when removed from window (#31024)
Summary:
Since iOS 14 refresh control is sometimes visible when it shouldn't. It seems to happen when it is removed and added back to the window. This repros easily when using react-native-screens with react-navigation tabs. Inactive tabs are detached from the window to save resources.

Calling endRefreshing when refresh control is added to the window fixes the layout. It will also be called on first mount where it is not necessary, but should be a no-op and didn't cause any issues. I also decided to call it for all ios versions, although it is only needed on iOS 14+ to avoid forking behavior more.

Yogev Ben David 1b0fb9bead iOS: Fix refreshControl layouting (#28236)
Summary:
In `react-native-navigation` we allow the usage of native iOS navigationBar **largeTitle** which cause the title to "jump" when pulling to refresh.
We found that the layout calculations of the refreshControl element mess up the system behaviour.

Binh Nguyen e341489521 Fix spinner is not shown on beginRefreshingProgrammatically on IOS (#27397)
Summary:
It closes https://github.com/facebook/react-native/issues/24855
In the endRefreshProgrammatically of RCTRefreshControl.m there is calculation for content offset when spinner is shown CGPoint offset = {scrollView.contentOffset.x, scrollView.contentOffset.y - self.frame.size.height};
However self.frame.size.height is always 0 and therefore spinner is not visible
This change should fix that

Since the owner of the following PR is quite busy and won't be able to resolve the merge conflict anytime soon, I created this PR here to get the fix merged soon.

Samuel Susla 2d80a248cd Migrate RefreshControl to Native Commands
Summary:
Changelog: [Internal]

Introduce native command `setNativeRefreshing`, it has the word Native in order to avoid name conflict with setRefreshing in Android implementation. Even this component is iOS only, it would make it easier to merge them in the future.

Introduce `RCTRefreshableProtocol` and make `RCTRefreshControl` and `RCTPullToRefreshViewComponentView` to conform to the protocol so view manager can forward command to both, Paper and Fabric component.
