This diff introduces InteropEventEmitter, a re-implementation of RCTEventEmitter that works with Fabric and allows to support events on the Fabric Interop for Android.
Thanks to this, users can keep on calling `getJSModule(RCTEventEmitter.class).receiveEvent(...)` in their legacy ViewManagers and they will be using the EventDispatcher
under the hood to dispatch events.
The logic is enabled only if the `unstable_useFabricInterop` flag is turned on. I've turned this on for the template setup and for RN Tester.
On top of this, this diff takes care also of event name "normalization".
On Fabric, all the events needs to be registered with a "top" prefix. With this diff, we'll be adding the "top" prefix at registration time, if the user hasn't added them.
This allows to use legacy ViewManagers on Fabric without having to ask users to change their event name.

Another build warning that got converted into a failure in Gradle 8.x
Specifically here as we're running 4 native builds in parallel for RN Tester, but they all originate
from 2 CMake intermediates files (one set for Debug and one for Release), Gradle raises a warning.
Here I'm fixing this warning by specifying an explicit ordering between those tasks.

Seems like RN Tester is crashing for JSC debug/release.
This happens because RN Tester ends up fetching JSC from Maven Central which contains older versions
of the artifacts (r17) which are not compatible with our setup AND are missing `libjsc.so`.
This is happening as our file layout is a bit different than a regular NPM project so
the repository declaration for JSC, being `../jsc-android/dist` from React Native root ends
in the wrong folder.
In this specifically I:
- Add an excludeModule for "org.webkit:android-jsc" on Maven Central inside RNGP
- Remove the allproject{repositories{}} block which was overriding RNGP configuration
- Add a specific repository declaration inside RN Tester to point to where JSC effectively lives

This change bumps AGP to 7.4.1 so we can remove a lot of the unnecessary changes
we had to do to support AGP 7.3.x
I've also removed the explicit version in the template as now the AGP version
is provided by RNGP. That means that the user will get the correct version they need.
This also bumps the default CMake version in user space to 3.22 which resolves a lot
of warning when users are building with the New Architecture enabled.

C++ only TurboModules are very handy as they do not require to work with JSI APIs - instead std:: or custom C++ can by used.

I've rewritten the comment in the android/app/build.gradle.
They were really old, contained wrong links and most of the people ignored it.
I've also moved the enabling of Hermes to the `gradle.properties` file.
RNGP still supports the old method, but we must be sure that we notify
library authors if they were reading project.ext.react.enableHermes in the past
(also the website needs to be updated).
I've also cleaned up the CircleCI setup as now we can specify Hermes enabled/disabled
via the CLI (this will also make easier to do e2e testing).

This change will make sure that we load the correct JS engine at runtime,

As we're close to the cut of the 0.71 branch, I'll take the opportunity to polish
our Gradle public API.
We're exposing a mixture of Path (String) and File (java.io.File or RegularFileProperty).
Here I've moved everything to use File as it's more configurable for the users,
specifically if they're using monorepos or other setup.
This also allows us to remove the resolution logic for the cliPath.

Summary:
This is the first diffs that backs out the Custom Native State from the Codegen. The reason why we are backing it out are:
1. It forces users to create new types in JS that are not ctually used there. For example, the NativeState you define, and eventually exports, in JS is not used anywhere in your JS code.
2. You need to put in the JS native state some types that does not exists in JS, only to have them generated by the Codegen. ImageRequest, for example, does not exists in JS, but you need it in your (iOS) state to load images
3. There are a lot of edge cases due to how C++ handles variables. Some variables needs to be created as pointers. Some others as `const &`. It does not scale to hard code all of them and there is the risk to have the same type that needs to be a pointer in some case and something else in others.
4. It is better to instruct the users on how to properly create a component with Custom State, Shadow Node and Descriptor.
