Summary:
This is an updated version of #22579 which uses compile conditionals to prevent `use of undeclared identifier` errors when compiling on older versions of Xcode.
--------
Currently the only `textContentType` values that work are: `username`, `password`, `location`, `name` and `nickname`. This is due to the strings provided by React Native not matching up with the underlying string constants used in iOS (with the exception of the aforementioned types). Issue #22578 has more detail examples/explanation.

Fixes#22710. This is pretty much a clone of PR #21117, applied to a horizontal ScrollView.
[Android] [Fixed] - Fix Inverted Horizontal ScrollView on Android
1. Create a test application with a FlatList with horizontal={true} inverted={true}.
2. Fill it with data
3. Scroll and release your finger

Fixes#21086.
Fixes#6117.
This PR fixes a crash caused by a race condition when `webSocket` deallocated and `NSStream` delegate callback, because `NSStream`'s delegate callback be called on `RCTSR_networkRunLoop`.
This PR mainly changes:
* Remove unnecessary `nil` operation in `dealloc` method.
* Add a new method `_scheduleCleanUp` to schedule `webSocket` cleanup also on `RCTSR_networkRunLoop`.
* In `stream:(NSStream *)aStream handleEvent:(NSStreamEvent)eventCode` delegate method, add a `wself` to make safe further.

This PR is trying to improve Android Network Security configuration introduced in https://github.com/facebook/react-native/commit/84572c4051f11f68ddf0928d2c3df5850ae15491. I found that Android merges all manifest files into a single manifest file when building an app, so this PR provides AndroidManifest.xml with network security config in debug folder, that will be used only for debug builds. Also the network security configuration will be applied to only app that target API 28. Moved security config file to xml-v28, so that it'll only visible to API 28 and above.

Summary:
There's a very old issue with reload logic: invalidation and resetting up of the bridge could be racing. In this case, we hit a redbox when:
* Chrome debugger is enabled in previous app run, then we launch the app again
* The bridge starts, then immediately reloads itself to connect to Chrome
* On the 2nd setup, the logic to update the green loading bar, with the % indicator for loading off metro, failed to find the DevLoadingView module instance because the bridge is in the middle of invalidating
See https://github.com/facebook/react-native/issues/23235
To test:
Using react-native init from github, do the steps in https://github.com/facebook/react-native/issues/23235, no more redbox. Note that the loading indicator % won't be proper still, but at least it doesn't crash/redbox.

Summary:
When using building React Native using the `.xcodeproj` (either via linked projects in Xcode, or precompiling React Native, which is what we do), you'll get a duplicate symbol error:
```
duplicate symbol __ZN8facebook5react10IInspectorD0Ev ...
```
And a few more.
This is because the `InspectorInterfaces.cpp` file is included in _both_ the `React` target _and_ the `jsinspector` target, and since the `jsinspector` target gets linked into the `React` target, this means the symbols from `InspectorInterfaces.cpp` end up in `libReact.a` twice.
<img width="187" alt="screen shot 2019-02-04 at 11 43 39 am" src="https://user-images.githubusercontent.com/819705/52189088-93190880-288a-11e9-8411-b44b59e8e461.png">
This PR removes `InspectorInterfaces.cpp` from the `React` target, as I believe was the original intent.
Since this bug is in the `xcodeproj` it only affects builds that use that, so CocoaPods and Buck users are unaffected.

Fixes#14161
Android crashes in some cases if an animated transform config contains a string value, like a rotation.
This PR fixes that by ensuring all values sent to the native side are doubles. It adds `__transformDataType` to AnimatedTransform.js.
Added integration test `ReactAndroid/src/androidText/js/AnimatedTransformTestModule.js` This test fails with the following error `INSTRUMENTATION_RESULT: longMsg=java.lang.ClassCastException: java.lang.String cannot be cast to java.lang.Double`, if the changes to AnimatedTransform.js are reverted.

Commit 06c13b3e06 pretend to update jest
to new version, but also adds jest and jest-junit to runtime dependencies
list (in addition to dev dependencies).
This commit fixes this, by removing jest and jest-junit from runtime
dependeincies.
As for motivation... story is short:
1. Updating RN 0.58.1 -> 0.58.3 I found that whole babel@6 infrastructure was returned to my `node_modules` (it is dangerous, because many tools like metro can found it and use it instead of babel@7).
2. It was because of this commit: 9d19ab0c0c that have 130 random files changed (and provides no meaning description).
But it points to: b864e7e63e (which also provides no meaning description, why it was reverted?)
And finally points to: 696bd89013, which was a "sync with master" commit. Ok. So it was from master.
3. Then I checked that jest still in runtime dependencies on master and fixed that. Also I hope this will be cherry picked into 0.58-stable.

* Restore __tests__ folder in HelloWorld template
PR #18019 Removed __tests__ and __fixtures__ folders from npm package.
But it also effectively removed __tests__ folder from initial project
template. This commit restores __tests__ in template application.
It applicable only to 0.58-stable branch because in master, templates
was moved to another location. I think we should recheck what is ignored
in master after this landed.
* Use babel.config.js in template HelloWorld application
* Add babel-core@^7.0.0-bridge.0 to jest dependencies when react-native init new project. This should fix tests with babel7.

I wrote it so there's no breaking change for those already using the `OkHttpClientProvider.createClient` and `OkHttpClientProvider.createClientBuilder` public methods.
1. react-native init TestAndroidCache
2. Followed https://facebook.github.io/react-native/docs/android-building-from-source.html to build with this branch as react-native
3. Added the following code in the App.js (with correct URL_WITH_CACHE_CONTROL)
4. Made sure the debugger is closed
5. Throttled my mac's network speed with the `Network link conditioner` (edge)
6. Tapped "Fetch", it shows ~4000
7. Tapped "Fetch" again, it shows ~6
