Migrate CI to use GitHub Actions.

### Motivation:

To migrate to GitHub actions and centralised infrastructure.

### Modifications:

Changes of note:
* Bump minimum Swift version to 5.9 in line with CI coverage.
* Adopt NIO formatting rules
* Remove scripts and docker files which are no longer needed.
* Fixup minor changes in `NIOAsyncChannel` API usage

### Result:

Feature parity with old CI plus additional soundness checks.
