George Barnett 4cd5855762 Add TTL and PTTL commands 
Motivation:

The TTL and PTTL commands are missing.

Modifications:

- Add TTL and PTTL commands
- Add integration tests

Result:

- Users can query the ttl in seconds or milliseconds of a key
