Jean-Baptiste Giraudeau 2a88d56aa4 update-stackage: update submodules on fresh checkout 
otherwise we are missing out on new lts/nightlies.

 Also:
 - skip re-generation for existing resolver
 - better lts ordering in ltss.nix
