Le Philousophe 282f7bd14e COMMON: Let's add configure arguments to libmad and libvorbisidec 
Remove --enable-low-accuracy as it's counter productive on ARM which
has assembly code for high accuracy mode.
It can be added back for specific targets through build command line.
