John Vilk f10c7cc154 Change ArrayBuffer.isView declaration to type guard for ArrayBufferView. 
Also adds a test that checks that `ArrayBuffer.isView` appropriately narrows its argument to `ArrayBufferView`.

Fixes #5308.

Nathan Shively-Sanders d6ae55708d Do not mark class members as ambient or export. 
Even members of ambient classes. These flags have no useful semantics
there, and it prevents ambient classes from merging properly with
interfaces.
