Nathan Shively-Sanders aea2ee5726 Fix the order of JSDocTag kinds 
JSDocTypeLiteral should not be grouped with the JSDocTag kinds, so move
it just before they start, instead of just after. This updates the
LastJSDocNode and LastJSDocTagNode.
