## Summary
This PR introduces the relational user repository for backend v3,
including schema, repository APIs, reducers/projections, and tests for
both human and machine users.
## What changed
* Added user-focused relational migrations (users, verifications,
metadata, PATs, machine keys, passkeys, identity provider links) and
related FK wiring.
* Implemented/expanded repository domain contracts and storage
implementations for human and machine user flows.
* Added support for machine secret handling and aligned access token
type modeling.
* Extended user domain models (verifications, password/email/phone/TOTP
state, passkeys, metadata, invite handling, identity provider links).
* Updated projection/reduction coverage and integration tests for key
user lifecycle events.
* Regenerated and updated mocks/enums plus supporting database
change/column utilities.
## Notes for reviewers
* This PR is large because it establishes the foundational relational
user storage layer and related test scaffolding. Sorry for that.

When Postgres was not ready when the API was started, the API failed
immediately.
This made task orchestration hard, especially in a platform agnostic
way:
- The current health check in the Nx target `@zitadel/api:prod` uses the
timeout command, which is not installed on all platforms and behaves
unpredictably
- The current health check in the Nx target `@zitadel/api:prod` requires
the DB to have been started using `@zitadel/zitadel:db`

- Additional configuration option `Database.Postgres.AwaitInitialConn`
is added and defaults to *0m* for backwards compatibility.
- If a duration is configured, the API retries to ping the database
until it succeeds
- The API sleeps for a second between each ping.
- It emits an info-level log with the error on each try.
- When the configured duration times out before the ping is successful,
the error is returned and the command exits with a failure code.
- When the ping succeeds within the configured duration, the API goes on
with the init, setup or start phase.

Zitadel currently uses 3 database pool, 1 for queries, 1 for pushing
events and 1 for scheduled projection updates. This defeats the purpose
of a connection pool which already handles multiple connections.
During load tests we found that the current structure of connection
pools consumes a lot of database resources. The resource usage dropped
after we reduced the amount of database pools to 1 because existing
connections can be used more efficiently.

Cache implementation using a PGX connection pool.

Defines a new schema `cache` in the zitadel database.
A table for string keys and a table for objects is defined.
For postgreSQL, tables are unlogged and partitioned by cache name for
performance.
Cockroach does not have unlogged tables and partitioning is an
enterprise feature that uses alternative syntax combined with sharding.
Regular tables are used here.

Adds the possibility to mirror an existing database to a new one.
For that a new command was added `zitadel mirror`. Including it's
subcommands for a more fine grained mirror of the data.
Sub commands:
* `zitadel mirror eventstore`: copies only events and their unique
constraints
* `zitadel mirror system`: mirrors the data of the `system`-schema
* `zitadel mirror projections`: runs all projections
* `zitadel mirror auth`: copies auth requests
* `zitadel mirror verify`: counts the amount of rows in the source and
destination database and prints the diff.
The command requires one of the following flags:
* `--system`: copies all instances of the system
* `--instance <instance-id>`, `--instance <comma separated list of
instance ids>`: copies only the defined instances
The command is save to execute multiple times by adding the
`--replace`-flag. This replaces currently existing data except of the
`events`-table

A `--for-mirror`-flag was added to `zitadel setup` to prepare the new
database. The flag skips the creation of the first instances and initial
run of projections.
It is now possible to skip the creation of the first instance during
setup by setting `FirstInstance.Skip` to true in the steps
configuration.

This implementation increases parallel write capabilities of the eventstore.
Please have a look at the technical advisories: [05](https://zitadel.com/docs/support/advisory/a10005) and [06](https://zitadel.com/docs/support/advisory/a10006).
The implementation of eventstore.push is rewritten and stored events are migrated to a new table `eventstore.events2`.
If you are using cockroach: make sure that the database user of ZITADEL has `VIEWACTIVITY` grant. This is used to query events.
