2a2d5392a3 fix: correctly send links to login v2 in email notifications (#10711)

There were still some emails (passkey registration and domain claimed)
sent with links pointing to login v1 even when the login v2 was enabled
for the instance.
Also while looking into the issue, it was discovered that some links
pointing to login V2 were not correctly generated.

- Added default paths for passkey registration and domain claimed
notifications
- Fixed the existing paths to properly handle concatenation (resp. use
`url.ResolveReference`)
  - Change their go types (from string) to `*url.URL` 
  - Added a mapstructure hook for string to url
- Removed unnecessary `InstanceSetupFeatures` and corresponding
conversions
- Refactored the methods on the `login.DefaultPaths` struct and added an
interface to the `Commands` to only need to pass a single config (and
not every method)
- Added an `OriginURL` method to the `DomainCtx` to prevent going from
url to string and back
- Added the use of the templates in case of enabled login v2 for passkey
registration and domain claimed)

One-time recovery codes are a common multi-factor authentication (MFA)
backup method, letting users access their account if they lose other MFA
devices. Support for recovery codes can also reduce support burden for
users locked out of their accounts and provide a more secure and
reliable form of verification than security questions.

# Which Problems Are Solved

Zitadel currently lacks support for recovery codes.

# How the Problems Are Solved

This PR partially addresses recovery code support in Zitadel.
Importantly, it adds recovery codes as a new 2FA `Factor` and an
additional `Check` type for the Session API.

```
Example recovery code flow:

1. User generates N new recovery codes using `POST /v2/users/{user_id}/recovery_codes`
2. Zitadel hashes and stores these codes and returns the un-hashed codes in the response
3. User creates new session with an additional check: `recoveryCode`
4. Code is checked against hash and, if valid, cannot be used again
5. User attempts to adds N more codes using the same endpoint 
6. If `remaining_codes + N <= RecoveryCodes->MaxCount` config value, then recovery codes are added in addition to original codes
7. User can remove all recovery codes using `DEL /v2/users/:userId/recovery_codes`

e670b9126c fix(permissions): chunked synchronization of role permission events (#9403)

Setup fails to push all role permission events when running Zitadel with
CockroachDB. `TransactionRetryError`s were visible in logs which finally
times out the setup job with `timeout: context deadline exceeded`

# How the Problems Are Solved

As suggested in the [Cockroach documentation](timeout: context deadline
exceeded), _"break down larger transactions"_. The commands to be pushed
for the role permissions are chunked in 50 events per push. This
chunking is only done with CockroachDB.

- gci run fixed some unrelated imports
- access to `command.Commands` for the setup job, so we can reuse the
sync logic.

7caa43ab23 feat: action v2 signing (#8779)

The action v2 messages were didn't contain anything providing security
for the sent content.

Each Target now has a SigningKey, which can also be newly generated
through the API and returned at creation and through the Get-Endpoints.
There is now a HTTP header "Zitadel-Signature", which is generated with
the SigningKey and Payload, and also contains a timestamp to check with
a tolerance if the message took to long to sent.

The functionality to create and check the signature is provided in the
pkg/actions package, and can be reused in the SDK.

Milestones used existing events from a number of aggregates. OIDC
session is one of them. We noticed in load-tests that the reduction of
the oidc_session.added event into the milestone projection is a costly
business with payload based conditionals. A milestone is reached once,
but even then we remain subscribed to the OIDC events. This requires the
projections.current_states to be updated continuously.


# How the Problems Are Solved

The milestone creation is refactored to use dedicated events instead.
The command side decides when a milestone is reached and creates the
reached event once for each milestone when required.

# Additional Changes

In order to prevent reached milestones being created twice, a migration
script is provided. When the old `projections.milestones` table exist,
the state is read from there and `v2` milestone aggregate events are
created, with the original reached and pushed dates.

14e2aba1bc feat: Add Twilio Verification Service (#8678)

Twilio supports a robust, multi-channel verification service that
notably supports multi-region SMS sender numbers required for our use
case. Currently, Zitadel does much of the work of the Twilio Verify (eg.
localization, code generation, messaging) but doesn't support the pool
of sender numbers that Twilio Verify does.

# How the Problems Are Solved
To support this API, we need to be able to store the Twilio Service ID
and send that in a verification request where appropriate: phone number
verification and SMS 2FA code paths.

This PR does the following: 
- Adds the ability to use Twilio Verify of standard messaging through
Twilio
- Adds support for international numbers and more reliable verification
messages sent from multiple numbers
- Adds a new Twilio configuration option to support Twilio Verify in the
admin console
- Sends verification SMS messages through Twilio Verify
- Implements Twilio Verification Checks for codes generated through the
same

64a3bb3149 feat(v3alpha): web key resource (#8262)
# Which Problems Are Solved

Implement a new API service that allows management of OIDC signing web
keys.
This allows users to manage rotation of the instance level keys. which
are currently managed based on expiry.

The API accepts the generation of the following key types and
parameters:

- RSA keys with 2048, 3072 or 4096 bit in size and:
  - Signing with SHA-256 (RS256)
  - Signing with SHA-384 (RS384)
  - Signing with SHA-512 (RS512)
- ECDSA keys with
  - P256 curve
  - P384 curve
  - P512 curve
- ED25519 keys

# How the Problems Are Solved

Keys are serialized for storage using the JSON web key format from the
`jose` library. This is the format that will be used by OIDC for
signing, verification and publication.

Each instance can have a number of key pairs. All existing public keys
are meant to be used for token verification and publication the keys
endpoint. Keys can be activated and the active private key is meant to
sign new tokens. There is always exactly 1 active signing key:

1. When the first key for an instance is generated, it is automatically
activated.
2. Activation of the next key automatically deactivates the previously
active key.
3. Keys cannot be manually deactivated from the API
4. Active keys cannot be deleted

00b5e55565 fix: set certificate validity for SAML IdPs (#8170)

Certificates created for a SAML IdP (used for metadata and request
singing) did not have any validity set. While it's not required for
SAML, when trying to import the certificate into a (keychain) tool it
might fail.

# How the Problems Are Solved

The validity is set based on the `CertificateLifetime` set in the
runtime config.

## After the fix:
If an IdP was created with a certificate without validity, an admin can
regenerate the certificate:
- for instance wide IdPs:

- for organization specific IdPs:

SilvanandGitHub 17953e9040 fix(setup): init projections (#7194)
Even though this is a feature it's released as fix so that we can back port to earlier revisions.

As reported by multiple users startup of ZITADEL after leaded to downtime and worst case rollbacks to the previously deployed version.

The problem starts rising when there are too many events to process after the start of ZITADEL. The root cause are changes on projections (database tables) which must be recomputed. This PR solves this problem by adding a new step to the setup phase which prefills the projections. The step can be enabled by adding the `--init-projections`-flag to `setup`, `start-from-init` and `start-from-setup`. Setting this flag results in potentially longer duration of the setup phase but reduces the risk of the problems mentioned in the paragraph above.

* feat: Configurable Unique Machine Identification

This change fixes Segfault on AWS App Runner with v2 #3625

The change introduces two new dependencies:

* github.com/drone/envsubst for supporting AWS ECS, which has its metadata endpoint described by an environment variable
* github.com/jarcoal/jpath so that only relevant data from a metadata response is used to identify the machine.

The change ads new configuration (see `defaults.yaml`):

* `Machine.Identification` enables configuration of how machines are uniquely identified - I'm not sure about the top level category `Machine`, as I don't have anything else to add to it. Happy to hear suggestions for better naming or structure here.
* `Machine.Identifiation.PrivateId` turns on or off the existing private IP based identification. Default is on.
* `Machine.Identification.Hostname` turns on or off using the OS hostname to identify the machine. Great for most cloud environments, where this tends to be set to something that identifies the machine uniquely. Enabled by default.
* `Machine.Identification.Webhook` configures identification based on the response to an HTTP GET request.  Request headers can be configured, a JSONPath can be set for processing the response (no JSON parsing is done if this is not set), and the URL is allowed to contain environment variables in the format `"${var}"`.

The new flow for getting a unique machine id is:

1. PrivateIP (if enabled)
2. Hostname (if enabled)
3. Webhook (if enabled, to configured URL)
4. Give up and error out.

It's important that init configures machine identity first. Otherwise we could try to get an ID before configuring it. To prevent this from causing difficult to debug issues, where for example the default configuration was used, I've ensured that
the application will generate an error if the module hasn't been configured and you try to get an ID.

Misc changes:

* Spelling and gramatical corrections to `init.go::New()` long description.
* Spelling corrections to `verify_zitadel.go::newZitadel()`.
* Updated `production.md` and `development.md` based on the new build process. I think the run instructions are also out of date, but I'll leave that for someone else.
* `id.SonyFlakeGenerator` is now a function, which sets `id.sonyFlakeGenerator`, this allows us to defer initialization until configuration has been read.

* Update internal/id/config.go
