feat: straighten out MODELDIR handling
...
Rather than adding hacks upon hacks this is a reasonable way to do it I think.
MODELDIR is defined for an installation that has a predefined location, otherwise
it isn't. There's an API function to get it so we know what kind of installation
we are in, and the Python module uses this to get the default model either from
the systemwide path, or from a "batteries-included" installation in site-packages,
which is now the default.
