unknwon 3ce42c4b5a ci: notarize macOS release archives ...

- Run macOS build matrix entries on macos-latest so Apple signing tools are available.
- Sign macOS binaries with a Developer ID Application certificate before packaging.
- Notarize every macOS zip before uploading release assets.
- Gate the build job on the canonical repository so forks don't fail without the required Apple secrets.
