Eligio Mariño 4203d45f27 docs: archive p3-parallelize-image-validation (#454) 
Archive the `p3-parallelize-image-validation` change. Implementation
shipped in #453 (commit 87eb48f) on 2026-05-18.

- Promotes the `ci-parallel-image-validation` capability spec to
`openspec/specs/`.
