- Replaces the two drifting `clean-runner-disk` /
`clean-runner-disk-windows` composite actions with a single
OS-dispatched action at `.github/actions/clean-runner-disk/`.
- Swaps the Windows hot path from PowerShell `Remove-Item -Recurse
