Removed obsolete instructions for incorporating Dispatch in a Swift toolchain from README.md. Added CocoaPod usage instructions to README.md. Added podspec to project to ease maintenance. Bumped podspec to v0.12.36.

Lifted restriction of requiring on macOS and Linux for usage of BlueSSLService. Changes to the latest iOS SDK now allow BlueSSLService to be used on iOS, tvOS and watchOS.
