Sunil Pai fce15f14d3 don't fire missing act() warnings for react-art (#15975)
* use toWarnDev for dom fixture tests

forks toWarnDev from root into fixture/dom, updates tes tests to use it

* disable act() warnings for react-art()

- For 'secondary' renderers like react-act, we don't want to fire missing act() warnings; the wrapping renderer will fire warnings anyway, and when it flushes, it flushes effects *across* renderers.

- I could have used isPrimaryRenderer as the flag, but this is marked as false for react-test-renderer, and we *do* want the warning to fire for it. Hence a new flag.

* add missing dependency `art` to fixtures/dom

react-test-renderer

This package provides an experimental React renderer that can be used to render React components to pure JavaScript objects, without depending on the DOM or a native mobile environment.

Essentially, this package makes it easy to grab a snapshot of the "DOM tree" rendered by a React DOM or React Native component without using a browser or jsdom.

const renderer = ReactTestRenderer.create(

You can also use Jest's snapshot testing feature to automatically save a copy of the JSON tree to a file and check in your tests that it hasn't changed: https://facebook.github.io/jest/blog/2016/07/27/jest-14.html.
