Hendrik Liebau 115e3ec15f [ci] Document that full git shas are required for manual prereleases (#34537) 
Triggering the "(Runtime) Publish Prereleases Manual" workflow with a
short git sha doesn't work. It needs the full sha. We might be able to
make it work with the short sha as well, but for now we can at least
document the restriction.

Lauren Tan d98f1a4bc6 [ci] Deprecate yarn publish-prereleases 
Added instructions on the new workflow. Let's keep this short around for
now as it may be used again due to muscle memory and emit a helpful
message instead.

Brian Vaughn 355591add4 Next/experimental release versions include commit date (#21700) 
Change format of @next and @experimental release versions from <number>-<sha> to <number>-<sha>-<date> to make them more human readable. This format still preserves the ability for us to easily map a version number to the changes it contains, while also being able to more easily know at a glance how recent a release is.
