Nicola Corti 83048da5b8 Move runtimeexecutor to be consumed via prefab 
Summary:
This removes the old way of consuming `runtimeexecutor` from
`Android-prebuilt.cmake` to using Prefab which is natively supported
by the Android pipeline.
