Summary: Fixes https://github.com/facebook/react-native/issues/26830 by removing version gating around `RCTUserInterfaceStyleDidChangeNotification` sent by `RCTRootView` and observing that notif for `Dimensions` changes. Also centralizes `RCTUserInterfaceStyleDidChangeNotification` constant definition in new `RCTConstants` file.
