Nicola Corti 765a4a97e4 Bump react-native-gradle-plugin to 0.71.1

Summary:
As we're shipping the AGP 7.3.x bump which requires
changes of the Gradle Plugin, I'm bumping a version so I can use it
already in the new template.

react-native-gradle-plugin

A Gradle Plugin used to support development of React Native applications for Android.

Installation

yarn add react-native-gradle-plugin

Note: We're using yarn to install deps. Feel free to change commands to use npm 3+ and npx if you like
