When using direct debugging with JavaScriptCore, Safari Web Inspector doesn't pick up the source map over the network. Instead, as far as I can tell, it expects you to pass the source URL at the time you load your bundle: https://developer.apple.com/documentation/javascriptcore/jscontext/1451384-evaluatescript?language=objc . This leads to a very sub-par developer experience debugging the JSbundle directly. It will however, pick up an inline source map. Therefore, let's add a way to have React Native tell metro to request an inline source map.
I did this by modifying `RCTBundleURLProvider` to have a new query parameter for `inlineSourceMap`, and set to true by default for JSC.

This is the iOS side of the fix for https://github.com/facebook/react-native/issues/36794.
That issue aside for the moment, the high-level idea here is to conceptually separate the bundle *request URL*, which represents a request for the *latest* bundle, from the *source URL* passed to JS engines, which should represent the code actually being executed. In future, we'd like to use this to refer to a point-in-time snapshot of the bundle, so that stack traces more often refer to the code that was actually run, even if it's since been updated on disk (actually implementing this isn't planned at the moment, but it helps describe the distinction).
Short term, this separation gives us a way to address the issue with JSC on iOS 16.4 by allowing Metro to provide the client with a [JSC-safe URL](https://github.com/react-native-community/discussions-and-proposals/pull/646) to pass to the JS engine, even where the request URL isn't JSC-safe.
We'll deliver that URL to the client on HTTP bundle requests via the [`Content-Location`](https://www.rfc-editor.org/rfc/rfc9110#name-content-location) header, which is a published standard for communicating a location for the content provided in a successful response (typically used to provide a direct URL to an asset after content negotiation, but I think it fits here too).
For the long-term goal we should follow up with the same functionality on Android and out-of-tree platforms, but it's non-essential for anything other than iOS 16.4 at the moment.
For the issue fix to work end-to-end we'll also need to update Metro, but the two pieces are decoupled and non-breaking so it doesn't matter which lands first.

**Context**
On RN Desktop, images can be copy/pasted into text inputs.
When copy/pasting local files w/ semi-colons in the filename (`/downloads/devices:pre-call-IMG_346C38284B2B-1.jpeg`), RN would throw this error.

The error was due to no having the correct asset loader due to the local file path being parsed incorrectly.
To parse the url, we convert the string URI to a `NSURL` using a custom convertor fn.
The conversion was matching any `:` and assuming it was a network url scheme:

When an image path with `:` in the name was passed to this, it was assuming it was a valid network url and not file path.
Because this is a local filepath, the image path needs to be a filesystem url. Since this was parsed as network url, it did not have the `file://` prefix and would not pass this check, causing the loader to throw.l

While working on https://github.com/facebook/react-native/pull/34513 I noticed that on main branch the versioning is not really consistent everywhere. So this PR is an attempt at realigning so that on the main branch, RN is 1000.0.0 everywhere - in a way, it's cleaning up the room for the monorepo work to go flawlessly).
It's just a pass of `node scripts/set-rn-version.js --to-version 1000.0.0`.
There's the small chance that some versions where kept to 0.0.0 on purpose (build tools are weird), so we might just have to close this off. No big deal :)

React Native is compiled downstream with MSVC, meaning the introduction of code depending on language extensions specific to gcc/clang may cause breakage.
We can enable `-Wpedantic` to flag any behavior not officially supported by the specified C++ standard. This will includes rules beyond what MSVC has trouble with, but seems to not have too many "noisy warnings".
This change enables -Wpedantic in BUCK targets within ReactCommon.
This makes the OSS C++ build for Android/iOS slightly more permissive than the internal build, A followup is to add the changes to OSS build logic as well, to avoid contributors seeing more errors upon internal submission. (checking with cortinico on how to do this for Android).
react-native-windows uses a higher warning level than `-Wall`, which is an additional cause of compilation failures, but is not addressed as part of this change.

Summary:
This fix solves a problem very well evaluated [here](https://github.com/Expensify/App/issues/2727) as well as this [one](https://github.com/facebook/react-native/issues/29290).
The issue is that when the app goes to background, in landscape mode, the RCTDeviceInfo code triggers an orientation change event that did not physically happen. Due to that, we get swapped values returned when going back to the app.
I debugged the react-native code, and to me it seems that react native publishes the orientation change event one extra time when switching the state of the app to 'inactive'. Here is what is happening:
1. iPad is in landscape.
2. We move the app to inactive state.
3. Native Code queues portrait orientation change (no such change happened physically), and immediately after it triggers landscape change (same as we had in point 1).
4. We restore the app to active state.
5. The app receives two queued orientation change events, one after another.
6. The quick transition between portrait and landscape happens even though it never went back to portrait.

What this code means:
When the ScrollView host component receives the "onScroll" event, assign event.nativeEvent.contentOffSet.y to the this._scrollAnimatedValue AnimatedValue.
How this subscription mechanism is set up:
NativeAnimatedTurboModule subscribes to events dispatched by RCTEventDispatcher sendEvent. Then, whenever RCTEventEmitter sendEvent executes, NativeAnimatedTurboModule also updates the AnimatedValue for that event.
# Problem
Previously, in bridgeless, we started dispatching RCTScrollView via the RCTEventDispatcher sendEvent to update the AnimatedValue for ScrollView. This meant that we started dispatching the onScroll event to JavaScript via RCTEventEmitter.receiveEvent JSModule, which isn't supported in the Fabric renderer.
With this diff, we dialed back that solution. Instead of (1) notifying NativeAnimatedTurboModule and (2) sending the onScroll event to JavaScript, we're only doing (1) (i.e: notifying NativeAnimatedTurboModule).
