Following up changes added in https://github.com/facebook/react-native/issues/24045 I had the same use case for vertical ScrollView. This PR just enables existing `disableIntervalMomentum` property to work with vertical ScrollViews: restricts vertical pagination when page height is less than height of ScrollView.

Summary:
This PR addresses issue https://github.com/facebook/react-native/issues/23870 (`View.getGlobalVisibleRect()` is broken in some use cases)

The issue affects the following Android APIs:
- ViewGroup.getChildVisibleRect()
- View.getGlobalVisibleRect() (Which calls into ViewGroup.getChildVisibleRect)
- View.getLocalVisibleRect() (Which calls into View.getGlobalVisibleRect())

According to Android documentation, View.getGlobalVisibleRect() should provide a rect for a given view that has been clipped by the bounds of all of its parent views up the view hierarchy. It does so through the use of the recursive function ViewGroup.getChildVisibleRect().

Since React Native has a separate clipping mechanism that does not rely on Android UI's clipping implementation, ViewGroup.getChildVisibleRect() is unable to determine that a rect should be clipped if the clipping view is a ReactClippingViewGroup. This resultantly breaks some important use cases for things like testing with Detox, which relies on this functionality to tell when a component is on-screen, as explained in the above referenced issue.

The rationale of the fix is essentially to implement logic analogous to [ViewGroup.getChildVisibleRect()](https://android.googlesource.com/platform/frameworks/base/+/master/core/java/android/view/ViewGroup.java#6176), discarding irrelevant Android clipping modes, and instead testing against the 'overflow' property, restoring the originally intended functionality. This is implemented as an override to ViewGroup.getChildVisibleRect() in the following classes:

 - ReactViewGroup
 - ReactScrollView
 - ReactHorizontalScrollView

Unfortunately, since the public ViewGroup.getChildVisibleRect() API recurses into a `hide` annotated API which cannot be overridden, it was necessary to provide this override in each of the above React Native classes to ensure the superclass implementation would not be called, which would break the recursion.

This is because the container view, `ReactHorizontalScrollContainerView` extends from regular `ViewGroup` instead of `ReactViewGroup` so doesn't have all the logic around clipping children.

Moreover, the `ReactHorizontalScrollContainerViewManager` doesn't actually support the `removeClippedSubviews` prop

This change:
- Makes  `ReactHorizontalScrollContainerView` extend from `ReactViewGroup` while maintaining the special logic around RTL scrolling
- Factors out a common `ReactClippingViewManager` which will be used to bridge all components which extend `ReactViewGroup` and support clipping. It has the logic for adding/removing children and getting child counts while considering clipped subviews
- `ReactViewManager` now extends this new `ReactClippingViewManager`
- `ReactHorizontalScrollContainerViewManager` also extends `ReactClippingViewManager`

Issue: With current ReactHorizontalScrollView behavior, it treats all views as focusable, regardless of if they are in view or not. This is fine for non-paged horizontal scroll view, but when paged this allows focus on elements that are not within the current page. Combined with logic to scroll to the focused view, this breaks the paging for ReactHorizontalScrollView.

Fix: limit the focusable elements to only elements that are currently in view when ReactHorizontalScrollView has paging enabled

2.
Issue: When keyboard is attached and user tries to navigate through Tab key, Scroll views do not scroll to the focused child.
Since ReactScrollView handles layout changes on JS side, it does not call super.onlayout due to which mIsLayoutDirty flag in android ScrollView remains true and prevents scrolling to child when requestChildFocus is called.

Fix: To fix the focus navigation, we are overriding requestChildFocus method in ReactScrollView. We are not checking any dirty layout flag and scrolling to child directly. This will fix focus navigation issue for KeyEvents which are not handled by android's ScrollView, for example: KEYCODE_TAB. Same applies to ReactHorizontalScrollView.

3.
Set Android ScrollView to be non-focusable when scroll is disabled. Prior to this change, non-scrollable Scrollview would still be focusable, causing a poor keyboarding experience

Would like feedback from the community as this may not be the best solution for all

I would like to restrict (or paginate) the fling of a horizontal ScrollView when `snapToInterval` is set. This is not currently possible with `pagingEnabled`, since the pagination works only when items are the entire width of the ScrollView.

This implementation simply restricts the predicted `targetOffset` found from the `x` velocity and replaces it with the offset when the pan gesture ended.

To get pagination working, I may paginate based on the interval by calculating the offset delta from the beginning of the gesture to current offset and restricting the scrolling behavior to the `snapToInterval`. If this is preferred, I can update this PR or make a new one, but wanted to start a discussion since it seems like there are many in the community that would like this feature  #21302 .

This PR adds the support to add a "duration" whenever using "scrollTo" or "scrollToEnd" with
a scrollView. Currently this only exists for Android as the iOS implementation will be somewhat more involved.

This PR is also backwards compatible and does not yet deprecate the "animated" boolean. It may not make sense to ever deprecate "animated", as it could be the flag that is used when devs want the system default duration (which is 250ms for Android). I'm not sure what it is for iOS. It would simplify things to remove "animated", though.

Summary: This diff implements the HorizontalScrollView component for Android Fabric C++, as part of this diff I also re-named the components AndroidHorizontalScrollContentView for RCTAndroidHorizontalScrollContentView and AndroidHorizontalScrollView for RCTAndroidHorizontalScrollView. This might sound against our plan of removing the RCT preffix, but it is to make it simpler to map components between current implementation of RN and Fabric (otherwise we don't know when to add the RCT preffix in Android side to find the right View Manager), later we can just remove the preffix from C++, Android, iOS and JS.
