Summary:
The motiviation of this change is to produce sorted / stable native module schemas which members are alphabetically sorted. The benefit is mainly for verifying test fixtures as now new test cases will be inserted at predicatable spots.

In cases where you merge out-of-tree platforms like react-native-windows with react-native mobile JS files, codegen awareness of the Windows suffix is useful. This helps prevent the creation of generated code for iOS and Android in mixed out-of-tree platform folders.

> The `buildPropSchema` function in `parsers/typescript/components/props.js` and `parsers/flow/components/props.js` is the same. move it to `parser-commons` and use it in the original files.
part of https://github.com/facebook/react-native/issues/34872
- [x] Make the getTypeAnnotation signature from the Flow package to be equal to the typescript one. Specifically, the Typescript one needs an additional parameter withNullDefault that we can safely ignore in the implementation.
- [x] buildPropSchema signature can be updated to accept those two functions in input as callbacks. Then, the getProps function can feed the right functions based on the language to the shared build prop schema.

[Codegen 94] This PR attempts to extracts the logic of `extendsForProp` function from the following locations :
- `parsers/flow/components/extends.js`
- `parsers/typescript/components/props.js`
since they are the same and move the function to `parsers/parsers-commons.js` as requested on https://github.com/facebook/react-native/issues/34872

> **Notice**: This commit does not change any behaviour.
Parse and collect enum members in module specs instead of the current behaviour of parsing enum members as 'string' / 'number' and ignoring the member names.
This commit would allow us to generate native Enums corresponding to the schema's enums.
Prior to this commit, enum params were parsed as:
```
{
'name': 'qualityParam',
'optional': false,
'typeAnnotation': {
'type': 'EnumDeclaration',
'memberType': 'StringTypeAnnotation'
}
},
```
The name of the enum type and the members of the enum type were ignored.
After this commit, parsed modules would hold a new object member called `enumMap` that would look like this:
```
'enumMap': {
'QualityEnum': {
'name': 'QualityEnum',
'type': 'EnumDeclarationWithMembers',
'memberType': 'StringTypeAnnotation',
'members': [
{
'name': 'SD',
'value': 'sd'
},
{
'name': 'HD',
'value': 'hd'
}
]
},
// ...
}
```
And enum params would be exported as:
```
{
'name': 'qualityParam',
'optional': false,
'typeAnnotation': {
'name': 'NativeModuleEnumTypeAnnotation',
'type': 'EnumDeclaration',
'memberType': 'StringTypeAnnotation'
}
},
```
Combining the two new outputs would allow us to generate Native enums in the Native generators.

Summary:
We have the expected module name available as part of the codegen schema, so we can remove the need for developers to implement the `getName` method as part of their module implementation.
Note that this method is not actually used when the TurboModules infra is used, as the moduleName from the turbo module manager is passed through to the TurboModule base class instead. Moving the method to codegen will make it easier to remove this method altogether once the old architecture is fully removed.

This PR is part of https://github.com/facebook/react-native/issues/34872.
This PR contains two changes, extracting the visitor object and then factoring out the `getConfigType()` function to the `parsers/utils.js` file. Then we can reuse the same function in both flow and typescript by passing the extracted visitor object.

Summary:
This diff helps the library maintainer to keep their spec file platform specific if some specs make no sense in one platform or in the other.
We are filtering the spec files when we need to create the Schema.
The diff modifies also the call sites in the `scripts` (for iOS) and in the `gradle-plugin` (for Android).
It also adds tests for the new functions in the CLI.
The change is completely additive and it should not change any pre-existing behaviour.
