Summary:
`Fb4a` and `Workplace` use only one product-specific `ReactPackage`, but `ReactInstanceManager` also installs `CoreModulesPackage` and `DebugCorePackage`. These two packages have NativeModules that got converted to the TurboModule system. So, I've added them to the `Fb4aReactPackagesTest` and `WorkReactPackageTest` to ensure that NativeModule conversions in framework-provided packages are also tested.

Android implementation of the Appearance native module. Exposes the user's preferred color scheme: "dark" for Night theme ON, "light" for Night theme OFF.
Emits a `appearanceChanged` event when the current uiMode configuration changes.
To make your app handle Night mode changes, make sure to do the following:
* Declare your Activity can handle uiMode configuration changes (https://developer.android.com/preview/features/darktheme#java):

* Make sure to pass the configuration changed activity lifecycle callback from your ReactActivity:

The goal of this PR is to enable the buck module `uimanager` to depend on `modules/core` without introducing any dependency cycles.
PR #11008 relies on this PR. PR #11008 needs `uimanager` to depend on `modules/core` so that `uimanager` can fire events using `RCTDeviceEventEmitter` which is in `modules/core`.
This PR moved a number of classes and interfaces:

Summary: Provide a base `HeadlessJsTaskService` class that can be extended to run JS in headless mode in response to some event. Added `HeadlessJsTaskEventListener` for modules that are interested in background lifecycle events, and `HeadlessJsTaskContext` that basically extends `ReactContext` without touching it. The react instance is shared with the rest of the app (e.g. activities) through the `ReactNativeHost`.

Found a couple of places where we were copy-pasting the logic `ResourceDrawableIdHelper` had. This class was only available on the image module and it had package visibility. I moved it to its own module so that we can easily use it from others.
This diff is pretty simillar to https://github.com/facebook/react-native/commit/54ed44628dae48c4b2ceee156f2d94a15eb9869f but it fixes a bug due to which we had to revert it.
