Summary:
This is a small refactor designed to make future merges for React Native macOS easier. It was found while merging React Native 0.71 into React Native macOS.
In React Native macOS, we ifdef iOS out API's and replace them with macOS APIs, reusing as much code as possible. `CGContext` is a type that is available on both iOS and macOS, but `UIGraphicsImageRendererContext` is not. A simple refactor makes it easier to reuse this code in React Native macOS without affecting iOS :)

Parse and collect enum members in module specs instead of the current behaviour of parsing enum members as 'string' / 'number' and ignoring the member names.
This commit would allow us to generate native Enums corresponding to the schema's enums.
Prior to this commit, enum params were parsed as:

This change bumps AGP to 7.4.1 so we can remove a lot of the unnecessary changes
we had to do to support AGP 7.3.x
I've also removed the explicit version in the template as now the AGP version
is provided by RNGP. That means that the user will get the correct version they need.
This also bumps the default CMake version in user space to 3.22 which resolves a lot
of warning when users are building with the New Architecture enabled.

The [previous pull request](https://github.com/facebook/react-native/pull/35812) enables defining interfaces and using them in a turbo module, but all members are flattened, this is not the best option for codegen for object oriented languages.
In this pull request, an optional member `baseTypes` is added to aliased objects. Members are still flattened for backward compatibility, if a codegen doesn't care about that nothing needs to be changed.
### Example

b : number;
}
```
#### Before the previous pull request
`interface` is not allowed here, you must use type alias.
#### At the previous pull request
`interface` is allowed, but it is translated to

Extra information is provided so that you know `B` extends `A`. By comparing `B` to `A` it is easy to know that `B::a` is obtained from `A`.

I've just realized that the default value fo `jsRootDir` is not entirely correct.
That's the root of the folder where the codegen should run.
For apps, it should be defaulted to `root` (i.e. ../../)
For libraries, it should be defaulted to `../` (currently is root).
This causes a problem where libraries without either a `codegenConfig` or a `react{ jsRootDir = ... }`
specified in the build.gradle will be invoking the codegen and generating duplicated symbols.

Codegen for props parsing was failing to add a required include for the case when the type is an array of objects, which in turn use non-trivial types.
Something like:

This feature allows using `$Partial<Obj>` in flow and `Partial<Obj>` in TypeScript based on the spec mentioned here: https://flow.org/en/docs/types/utilities/#toc-partial.
We currently only allow passing an Obj to Partial so

should work.

Summary:
This adds support for `maintainVisibleContentPosition` on Android. The implementation is heavily inspired from iOS, it works by finding the first visible view and its frame before views are update, then adjusting the scroll position once the views are updated.
Most of the logic is abstracted away in MaintainVisibleScrollPositionHelper to be used in both vertical and horizontal scrollview implementations.
Note that this only works for the old architecture, I have a follow up ready to add fabric support.

Summary:
react-native-navigation allows to register React components to be included in the navigation top bar as buttons, the way this work is by using the AppRegistry. When the ViewTreeObserver executes the `CustomGlobalLayout` we are checking for the RootWindowInsets in the `checkKeyboardEvents` which in the case for the top bar component it returns null and the **WindowInsetsCompat.toWindowInsetsCompat** function throws if the insets are null causing the app to crash.
Interestingly in the function `checkForKeyboardEventsLegacy` the null value is being checked, so I guess it was overlooked in the newer function.

to bundle resources. It seems like we haven't properly wired the task to make sure

I've just realized that the `--active-arch-only` is not correctly passed down
to RNGP to set up an abiFilter so users on 0.71 on New Architecture end up
building all the architectures even if `--active-arch-only` is set.
This fix makes sure the `abiFilters` is applied if the user specified
either the `--active-arch-only`, the `reactNativeArchitectures` property
and is not using the Split ABI feature.

This implements native side mechanics for reporting user events timing to JS (PerformanceObserver API).

The events are only logged when there are any active subscriptions (via `PerformanceObserver.observe`), also we only log "discrete events" (i.e. no likes of mouse move), so the overhead is non-existing.
There are two main metrics of interest for an event lifecycle:
* Time the event is spent in the queue, i.e. the time between it's created and dispatched
* Time that is spend in the event handler on the JS side (event dispatch), or processing time
Both of these are measured, and the corresponding fields are populated.

While working on implementing [Event Timing API](https://www.w3.org/TR/event-timing/) I've noticed that there are multiple compiler warnings about unused lambda captures, which are coming from generated C++ code for EventEmitters.
This modifies the codegen so that the corresponding lambda doesn't capture event variable if it's not used in the event handler, thus getting rid of warnings.
