## Context
```isRootViewVisible``` doesn't work as expected for non-Venice: when enter Marketplace tab, ```isRootViewVisible``` should returns true with Marketplace tab's rootViewTag, but it returns false.
## Root cause
```rootViewTag``` is added to "mVisibleRootTags" in "FbReactRootVisibilityTracker" when ```BaseFbReactFragment.onViewDidAppear()``` gets called, but ```BaseFbReactFragment.onViewDidAppear()``` is called earlier than when the ```rootViewTag``` is set.
## Fix
Move setRootViewTag to earlier when RootView is created instead of in startSurface or mounting.

Currently we expose native code (.h, .cpp) inside the src/main/java folder.
This is making impossible for users on New Architecture to open the project

This is essentially forcing users to write Java code without any autocompletion

Due to the way we're dispatching queued MountItems on Android, we could be doing nothing on the UI thread for up to 15.99...ms before the start of the next frame, resulting in a delayed paint of up to 1 full (16ms) frame.
The delay is totally random and depends only on when the work is scheduled.
The tl;dr is that currently all MountItems are dispatched starting only at the /beginning/ of a UI frame. If we schedule work at FrameStart+0.000001ms, it will not be operated on until the start of the next frame, 16ms later. So the "wasted" time could be anywhere from 0 to ~16ms, but will result in at least 1 wasted frame regardless.
The fix is fairly trivial: start working on large buffered work as soon as we schedule it.

This diff fixed an edge case that event dispatching is failed after pre-allocation of a view and before the view is mounted.
When a cached image is loaded, we will dispatch the event to JS immediately. This is could happen after the view is created during pre-allocation phase, when the event emitter is not instantiated yet. In that case, we will see [an error](https://github.com/facebook/react-native/blob/main/ReactAndroid/src/main/java/com/facebook/react/fabric/FabricUIManager.java#L927) and the event will effectively be ignored.
To fix that we introduced a queue in this diff for those events. They will be dispatched in order when the view is mounted and the event emitter is non-null.

Provides an alternative way of diffing props on Android side. Instead of passing dynamic JSON values from JS, the new approach diff C++ props and serializes difference into a `MapBuffer`. Current implementation does this only for `RCTView` component to test performance, correctness and memory impact (as MapBuffers are supposed to be more compact and performant).
This way of passing props allows for additional alignment between platforms, as C++ props are now source of truth for the view state, similar to iOS. At the same time, changing serialization method requires reimplementing `ViewManager` codegen (done manually for now) to account for `MapBuffer`s.

Some of the prerendered surfaces rely on Android context being present to have correct theming (e.g. for platform colors) and measurements of platform components. This change uses context provided to initialize the surface as themed context before view is attached.
This way it is possible to configure theming with `ContextThemeWrapper` the same way as Litho does it for prerendering. The assumption is that any kind of customization done through Android theme will be applied from prerendering entry point as well.

Updates event category deduction to match iOS implementation.
The event priority is used by concurrent mode to prioritize certain events, where Cxx part already assigns the correct priority based on the `ContinuousStart` -> `ContinuousEnd` spans. These spans can be deduced from the touch events, which we do in this implementation.
All events that can be "coalesced" (dispatched through `invokeUnique`) are assigned `Continuous` by default in Fabric core, so scroll/slider change events will never be discrete.

The mount items executed before the view attach can fail with the RetryableMountingLayerException, which we should either retry or skip the item. This change updates logic for such items to catch these exceptions.
Instead of passing `MountingManager` to execute the items, this change now passes a reference to the `MountItemDispatcher` (abstracted through interface to resolve cycle between the manager and dispatcher). The dispatcher executes the queue directly and schedules retry together with the next batch.

TL;DR: simplify and delete a bunch of stuff that shouldn't be necessary in Fabric.
I discovered that this event dispatcher (and the older one this is based on) is triple-queueing: we queue events into "staging", and then post "dispatch events" to only run /on the JS thread/. Even in Fabric. Then, each of these events is emitted into C++ where they are queued /again/! This refactor eliminates one more level of queueing - instead of scheduling dispatch for the JS thread, we just emit them directly to C++ when they're received in Java.
Unfortunately, the EventDispatcher is also used to drive AsyncEventBeat in C++:

In the C++ impl, it indirectly will drive the AsyncEventBeat/AsyncEventBeatV2.

This means the AsyncEventBeat is only ticked when the JS thread is free, and ticks will be skipped when the JS thread is occupied for long periods.
Now, in this refactor, when this class is used it will drive AsyncEventBeat on every UI tick. This is also potentially not correct. On iOS (Fabric), AsyncEventBeat is driven when the UI thread is "about to sleep".
For now I'm not going to worry about that detail - it is significant, but Fabric+Android is currently /not doing the right thing/ and it's not clear that we want to maintain iOS behavior. This is something we need to discuss further and figure out.
