Summary:
This PR follows the work started in #6431 but instead of implementing the snapshot for Android, will just allow that feature to be implemented by a third party library.
The missing feature is the ability to resolve a View for a given tag integer. which is now possible with a `addUIBlock` on the `UIManagerModule` method where you give a `UIBlock` instance (a new class) that implements a `execute(NativeViewHierarchyManager)` function.
This is already possible in iOS API. a third party can use the `addUIBlock` too.
I have kept the name `addUIBlock` so it's the same as in the [iOS' API](https://github.com/facebook/react-native/search?q=addUIBlock&type=Code&utf8=%E2%9C%93).

Summary:
This diff translates implementation of transform matrix decomposition from JS to java. This is to support offloading animations of transform property, in which case it is required that we can calculate decomposed transform in the UI thread.
Since the matrix decomposition code is not being used for other platform I went ahead and deleted parts that are no longer being used.

Run UIExplorer Transform example before and after - compare the results

Summary:
When we hit the back button and unmount the ReactRootView, we tell JS to unmount the application root node, which causes JS to asynchronously come back and tell the UIManager to drop the corresponding root view.
This issue was that by the time JS gets back to us, we likely will have already paused the UIManager frame callback which means the view unmounting never actually happens: it just gets stuck in the queue.
The solution is to immediately execute batches when they are enqueued when the frame callback isn't running.

Summary:
The type key for a layout animation config must be supplied otherwise the app crashes (on Android). I added a isRequired check in JS as well as an explicit exception in java otherwise it crashed at a very hard to debug place. The crash happens when passing null to `Animation.setInterpolator` so this makes sure it never happens.
**Test plan (required)**
Tested that the error is caught properly in JS when passing an invalid animation config like

duration: 250,
update: { type: undefined }, // or LayoutAnimation.Types.easeInEastOut in my case haha :)

```
Also tested the java exception.

Summary:
transformMatrix only worked on iOS and there is an equivalent API that (mostly)
works cross platform.
decomposedMatrix could technically be passed on Android but it wasn't document and explicitly flagged as not working.
My goal is to deprecate both uses and then the only supported API is the `transform: [{ matrix: ... }]` form.
The only difference is that on Android the matrix gets decomposed.
Currently there is some special cased magic that renames transform -> transformMatrix or decomposedMatrix depending on platform.

Therefore I'm adding an alias for both native platforms called just "transform".
Next I'll swap over the JS to always target the name "transform". The only difference is how the value is marshalled over the bridge in processTransform.
To do this, I have to clean up a few callers. Mostly that's just swapping to the new API.
For buildInterpolator this is a bit trickier but this fixes it for all our use cases (which is only the Navigator in AdsManager).

Summary:Creating views shouldn't have side effects so we can start doing them before the end of a batch. In order to limit the effect on framerate, we stop executing these create view operations after we've passed halfway through the frame.
Note, this doesn't seem to work yet for nodes: I'll address that in a followup diff.

Summary:This is the first from the series of PRs I'm going to be sending shorty that would let Animated.js animations to run off the JS thread (for Android only).
This PR introduce a new native module that will be used for offloading animations - NativeAnimatedModule. It has a simple API that allows for animated nodes management via methods like: create/drop animated node, connect/disconnect nodes, start animation of a value node, attach/detach animated from a native view.
Similarly to how we handle UIManager view hierarchy updates we create a queue of animated graph operations that are then executed on the UI thread. This isolates us from problems that may be caused by concurrent updates of animated graph while UI thread is "executing" the animation.

Summary: In React, ReactCompoundView is supposed to be implemented by a View, but there is no ViewGroup counterpart that allows mixing virual nodes and non-virtual ones (Views) in the same parent. This is needed because TouchTargetHelper always considers child Views when looking for touch target before falling back to View/ReactCompoundView. This works incorrectly for e.g. layout-only / flattened nodes. ReactCompoundViewGroup allow intercepting touch event before it is dispatched to its children. In that sense, ReactCompoundView.reactTagForTouch() is like View.onTouchEvent() whereas ReactCompoundViewGroup.interceptsTouchEvent() is like ViewGroup.onInterceptTouchEvent().

Summary:New prop `hitSlop` allows extending the touch area of Touchable components. This makes it easier to touch small buttons without needing to change your styles.
It takes `top`, `bottom`, `left`, and `right` same as the `pressRetentionOffset` prop. When a touch is moved, `hitSlop` is combined with `pressRetentionOffset` to determine how far the touch can move off the button before deactivating the button.
On Android I had to add a new file `ids.xml` to generate a unique ID to use for the tag where I store the `hitSlop` state. The iOS side is more straightforward.
