I think this started to break when https://github.com/facebook/react/pull/25441 was synced to RN. Before, `closestInstance` would only be non-null under Fabric, after it could be non-null in both. And we were using `closestInstance` to determine which data to send to `selectNode` in devtools. This diff makes a change to call `selectNode` once for non-fabric and once for fabric, one of them would not send anything to devtools frontend, this would make sure it works for both platforms.

## Context
This is the first diff for "Component Tab Automatically Highlight Elements". The idea is to replicate the behavior on Web to RN.

## Behavior
on Web:
- highlight shows whenever an element in the component list is hovered
- Selecting an element doesn't keeps the highlight showing.

on RN (before this diff):
- when RN inspector opens: selecting an element keeps the highlight showing
- when RN inspector closes: stop showing highlihgintg.

on RN(this diff)
- selecting an element keeps the highlight showing

## TODO
- See if highlighting event can be sent on hover, instead of when an element is selected.

Codemod `Object.assign` with object literal first argument (e.g. `Object.assign({}, foo)`) to object spread.

This adds several suppressions for exposed errors. The codemod produces errors as `Object.assign` is more unsafe than object spread. For example, `Object.assign` doesn't handle indexers, nor does it handle inexact objects properly, and when the (currently unsealed) empty object is supplied as the first argument, it also leads to unsafe behaviour:

The codemod is safe to do, despite some Flow errors, as `Object.assign` and object spread are equivalent at runtime, with the exception that `Object.assign` triggers setters on the target object. However the codemod [does not run](https://github.com/eslint/eslint/blob/938dbdd6c310784cc8a7329efaeb0e34321b9e1f/lib/rules/prefer-object-spread.js#L283-L285) if the first argument (object literal) has getters/setters, so we are fine.

Fix the Static ViewConfig for <View/>.

This diff fixes the base ViewConfig for all HostComponents on both platforms. Consequently, it simplifies SVC reconciliation efforts, by nearly eliminating the first of these classes of SVC errors:
1. Unexpected properties in SVC
2. Missing properties in SVC
3. Not matching properites in SVC

## What is the base ViewConfig on each iOS/Android?
**On iOS:**
- All props come from ViewManagers
- All HostComponent ViewManagers extend <View/> ViewManager

Therefore, the base ViewConfig for all components should be <View/>'s static ViewConfig.

**On Android:**

The component model is a bit more complicated:

- Props come from Shadow Nodes **and** ViewManagers
- Nearly all HostComponent ViewManagers extend BaseViewManager. But, that's not <View/>'s ViewManager.

- Nearly all components extend BaseViewManager. BaseViewManager must have a shadow node [that extends LayoutShadowNode](https://www.internalfb.com/code/fbsource/[47d68ebc06e64d97da9d069f1ab662b392f0df8a]/xplat/js/react-native-github/ReactAndroid/src/main/java/com/facebook/react/uimanager/BaseViewManager.java?lines=40). Therefore, we'll make the base ViewConfig on Android be generated by BaseViewManager + LayoutShadowNode.

## Changes
In this diff, I removed ReactNativeViewViewConfig, and introduced a new view config called PlatformBaseViewConfig. This ViewConfig partial will capture all the props available on all HostComponents on **both** platforms. This may not necessarily be the props made available on <View/>.

The only components that don't extend the base platform props are: RCTTextInlineImage. What we do with these components is TBD.

This is just cleanup. When I migrated components to `Pressability` instead of `Touchable`, I left `TOUCH_TARGET_DEBUG` alone to minimize moving pieces. But I had created `PressabilityDebug` as the eventual destination for this logic.

Now that `Text` is migrated away from `Touchable` (see D26106824 (https://github.com/facebook/react-native/commit/f275514f275fdc404a853a1a2ab46620eea484f0)), this cleans up the final internal reference to `Touchable`.

## Overview
This diff refactors the Inspector, moving logic to look up view data for a touched view inside the renderer as `getInspectorDataForViewAtPoint`. We then implement that same function for Fabric in order to support the inspector in that renderer.

## Motivation

Reason one for this refactor is that, previously, the inspector held all of the logic to look up view data for a given x,y touch coordinate. To do this, it would take the React tag and coordinates, look up the native view tag, measure it, and then ask React internals for the Fiber information of that tag. All of this is deeply coupled to React internals, yet the logic is outside of React core in the Inspector.

Reason two is that, for Fabric, the logic for getting the view data is different than Paper. In Fabric, we pass the x,y coordinates to native directly, which returns an instance handle. That handle can be used to measure the ShadowNode, or retrieve the Fiber information.

By moving the logic into the renderer in React core, we decouple the implementation details of looking up view data for a tapped point and allow ourselves the ability to add and change renderer-specific code for the actual lookup without impacting outsiders like the Inspector.

Nick GerlemanandFacebook GitHub Bot 161b910494 Do not explicitly include ".js" in Library imports (#28311)
Summary:
A few recent imports have explicitly added ".js" to the end of their path. This prevents Metro from resolving platform-specific JS files, e.g. "Foo.android.js" or "Foo.windows.js" instead of "Foo.js".

React Native Windows provides its own implementation of files in a few cases where stock React Native will share them between Android and iOS. We hope to reduce/eliminate these long term, but requiring explicit ".js" files currently breaks us in a couple of places where we have custom implementations.

This change is a quick regex replace of ES6 and CommonJS imports in 'Libraries/" to eliminate ".js".
