This diff changes the type of the SwipeRefreshLayoutManager.size prop from Int to String in Fabric.
The current implementation of this prop allows JS developers to use "int" type when fabric is enables and "int or string" types when using Fabric is disabled.
Since long term we want to only support "string" type for this prop, I'm changing the type of the prop to be String.
After my diff Fabric will start supporting only "string" types, non fabric screens will keep supporting "int or string" values.
**Will this break production?**
No, because there are no usages of RefreshControl.Size prop in fbsource
**What about if someone start using this prop next week?**
IMO It's very unlikely because of the nature of this prop, I will be monitoring next week and if there's an usage it will be detected by flow when trying to land D25933457.

Summary:
This Pull Request implements the PlatformColor proposal discussed at https://github.com/react-native-community/discussions-and-proposals/issues/126. The changes include implementations for iOS and Android as well as a PlatformColorExample page in RNTester.
Every native platform has the concept of system defined colors. Instead of specifying a concrete color value the app developer can choose a system color that varies in appearance depending on a system theme settings such Light or Dark mode, accessibility settings such as a High Contrast mode, and even its context within the app such as the traits of a containing view or window.
The proposal is to add true platform color support to react-native by extending the Flow type `ColorValue` with platform specific color type information for each platform and to provide a convenience function, `PlatformColor()`, for instantiating platform specific ColorValue objects.
`PlatformColor(name [, name ...])` where `name` is a system color name on a given platform. If `name` does not resolve to a color for any reason, the next `name` in the argument list will be resolved and so on. If none of the names resolve, a RedBox error occurs. This allows a latest platform color to be used, but if running on an older platform it will fallback to a previous version.
The function returns a `ColorValue`.
On iOS the values of `name` is one of the iOS [UI Element](https://developer.apple.com/documentation/uikit/uicolor/ui_element_colors) or [Standard Color](https://developer.apple.com/documentation/uikit/uicolor/standard_colors) names such as `labelColor` or `systemFillColor`.
On Android the `name` values are the same [app resource](https://developer.android.com/guide/topics/resources/providing-resources) path strings that can be expressed in XML:
XML Resource:
`@ [<package_name>:]<resource_type>/<resource_name>`
Style reference from current theme:
`?[<package_name>:][<resource_type>/]<resource_name>`
For example:
- `?android:colorError`
- `?android:attr/colorError`
- `?attr/colorPrimary`
- `?colorPrimaryDark`
- `android:color/holo_purple`
- `color/catalyst_redbox_background`
On iOS another type of system dynamic color can be created using the `IOSDynamicColor({dark: <color>, light:<color>})` method. The arguments are a tuple containing custom colors for light and dark themes. Such dynamic colors are useful for branding colors or other app specific colors that still respond automatically to system setting changes.
Example: `<View style={{ backgroundColor: IOSDynamicColor({light: 'black', dark: 'white'}) }}/>`
Other platforms could create platform specific functions similar to `IOSDynamicColor` per the needs of those platforms. For example, macOS has a similar dynamic color type that could be implemented via a `MacDynamicColor`. On Windows custom brushes that tint or otherwise modify a system brush could be created using a platform specific method.

Summary:
Previously SwipeRefreshLayout (RefreshControl on Android) required taking an int as the size. This required a complex dance of pulling these constant values off of the native view config. As we are going to stop sending view configs from native and instead hardcode them in JS we can't do that anymore.
We will change the type of size from:
```
size?: ?(
| typeof RefreshLayoutConsts.SIZE.DEFAULT
| typeof RefreshLayoutConsts.SIZE.LARGE
),
```
to:
```
size?: ?('default' | 'large')
```
In this commit we are supporting the old style as well as the new style. The old way of specifying the sizes will go away in a future release.

Summary:
`ReactSwipeRefreshLayout` extends `SwipeRefreshLayout` which does not play nice with Android's touch handling system.
There are two problems:
1. `SwipeRefreshLayout` overrides and swallows `requestDisallowInterceptTouchEvent`, which means that Views underneath the `SwipeRefreshLayout` will not interact correctly with parent Views of
`SwipeRefreshLayout`. We've seen this in practice by H-ScrollViews having their touches intercepted by an enclosing ViewPager. This is fixed by passing `requestDisallowInterceptTouchEvent` up to the parents of `SwipeRefreshLayout`.
2. `SwipeRefreshLayout` overrides `onInterceptTouchEvent` and never calls `super.onInterceptTouchEvent`, therefore ignoring the value of `disallowIntercept`. That means that it will intercept some touches when it
shouldn't. One such case is again the H-ScrollView, which should receive all horizontal scrolls and stop `SwipeRefreshLayout` from intercepting any touch events after scrolling. Currently, after the H-ScrollView starts scrolling, it is still possible to get the `SwipeRefreshLayout` to detect and emit refresh events. This is fixed by checking and blocking on horizontal scrolls.

So `PanReponder.onPanResponderRelease/onPanResponderTerminate` receive a `gestureState` object containing a `onPanResponderTerminate.vx/vy` property. On Android and iOS, they appear to be orders of magnitude different, which appear to be due to the different scale of timestamps that are used when generating touch events.
This pull request fixes the timestamps to be milliseconds on both platforms (since I assume iOS is the more authoritative one, and is the one that `react-native-viewpager`'s vx thresholds written written to compare against.)
As far as I can tell, the RN code doesn't use the `vx/vy` properties, so they should be okay. And looks like the RN code only cares about relative values of `startTimestamp/currentTimestamp/previousTimestamp` though, so should be fine too. it's quite possible there will be downstream android breakage with this change, particularly for those who are already compensating for the RN discrepancy.

Improved version of #7317.
`setRefreshing` and `setProgressViewOffset` needs to be called after the view has been layed out. Instead of using `post` to do that we update the `refreshing` and `progressViewOffset` values in the first call to `onLayout`.
I also noticed that `progressViewOffset` default value wasn't exactly the same as when not calling `setProgressViewOffset` at all. Tweaked the values to match android defaults.

Summary:
There was a race condition with `SwipeRefreshLayout` that cause the `RefreshControl` to keep refreshing when it shouldn't.
It was caused because we have to use `post` to set the refreshing state otherwise it doesn't work when setting `refreshing=true` on initial mount. What happened is that `post` doesn't guarantee the order the runnables will be called so calling post with `refreshing=true` followed by `refreshing=false` caused the `resfreshing=false` runnable to be called before the `resfreshing=true` one. This made it stay in refreshing state when it should not.
```
D/test ( 6171): setRefreshing true
W/ReactNativeJS( 6171): false
D/test ( 6171): setRefreshing false
D/test ( 6171): setRefreshing post false
D/test ( 6171): setRefreshing post true
```
This change adds an instance variable and uses it in the `post` runnable to make sure the last set value is always used.

Summary:
Add the possibility to define a progress view top offset to RefreshControl on android. As i comment in #6740, contentInset does the trick on IOS.
Looking android documentation seems that exists a possible solution:
http://developer.android.com/reference/android/support/v4/widget/SwipeRefreshLayout.html#setProgressViewOffset(boolean, int, int)
This pull request implement that but keeping it simple, only a top offset.
For example, now we could put navigation bar over the scrollview (or listview) and define a progressViewOffset on RefreshView in order to start behind the navigation. At this point we could make some kind of coordinator layout to hide/show navigation on scroll.
To maintain the default behavior, start point is equal to start point minus progress circle diameter in order to create that progress circle before the start point.

RefreshControl did not start refreshing when refreshing was set to true initially. It also did not start refreshing on iOS when setting the prop from false to true without doing a pull to refresh gesture.
This was a pain in the ass to make work on iOS because UIRefreshControl seems super sensitive to when beginRefreshing can be called, for the initial render I need to call it in layoutSubviews. I also have to manually adjust the scrollview content offset when calling beginRefreshing. The code is a bit hacky but it was the only solution I found that was actually working.
