Summary:
Some of the prerendered surfaces rely on Android context being present to have correct theming (e.g. for platform colors) and measurements of platform components. This change uses context provided to initialize the surface as themed context before view is attached.
This way it is possible to configure theming with `ContextThemeWrapper` the same way as Litho does it for prerendering. The assumption is that any kind of customization done through Android theme will be applied from prerendering entry point as well.

Summary:
Updates event category deduction to match iOS implementation.
The event priority is used by concurrent mode to prioritize certain events, where Cxx part already assigns the correct priority based on the `ContinuousStart` -> `ContinuousEnd` spans. These spans can be deduced from the touch events, which we do in this implementation.

All events that can be "coalesced" (dispatched through `invokeUnique`) are assigned `Continuous` by default in Fabric core, so scroll/slider change events will never be discrete.

Summary:
The mount items executed before the view attach can fail with the RetryableMountingLayerException, which we should either retry or skip the item. This change updates logic for such items to catch these exceptions.

Instead of passing `MountingManager` to execute the items, this change now passes a reference to the `MountItemDispatcher` (abstracted through interface to resolve cycle between the manager and dispatcher). The dispatcher executes the queue directly and schedules retry together with the next batch.

This issue could also be resolved by preventing more view preallocations (D28811419 (https://github.com/facebook/react-native/commit/8ca18f0b602a08cd9a5c9f6681bb5dc74e0d34f7)).

EventEmitter is not transmitted from C++ to Java until an UPDATE operation is enqueued.

Practically this usually happens "right away", but in the case of an Image component, especially, the EventEmitter could be missing while events are being fired from the native side (for example, loading events).

The fix is just to pass EventEmitter in sooner, in both Create and Preallocate. There should be no ill effect since EventEmitter is nullable anyway.

One potential side-effect: since Views can be PreAllocated and potentially never deallocated until StopSurface is called, this could result in more EventEmitter objects being leaked and retained from Java. I believe the fix is to remove PreAllocated Views more aggressively.

Summary:
TL;DR: simplify and delete a bunch of stuff that shouldn't be necessary in Fabric.

I discovered that this event dispatcher (and the older one this is based on) is triple-queueing: we queue events into "staging", and then post "dispatch events" to only run /on the JS thread/. Even in Fabric. Then, each of these events is emitted into C++ where they are queued /again/! This refactor eliminates one more level of queueing - instead of scheduling dispatch for the JS thread, we just emit them directly to C++ when they're received in Java.

Unfortunately, the EventDispatcher is also used to drive AsyncEventBeat in C++:

1. EventBeatManager.onBatchEventDispatched: https://fburl.com/diffusion/qf6dyhsw
   In the C++ impl, it indirectly will drive the AsyncEventBeat/AsyncEventBeatV2.
2. onBatchEventDispatched is ONLY called from EventDispatcherImpl: https://fburl.com/codesearch/mxk8ifyj
3. Which is queued and only runs on the JS thread: https://fburl.com/codesearch/czvbst4u

This means the AsyncEventBeat is only ticked when the JS thread is free, and ticks will be skipped when the JS thread is occupied for long periods.

Now, in this refactor, when this class is used it will drive AsyncEventBeat on every UI tick. This is also potentially not correct. On iOS (Fabric), AsyncEventBeat is driven when the UI thread is "about to sleep".

For now I'm not going to worry about that detail - it is significant, but Fabric+Android is currently /not doing the right thing/ and it's not clear that we want to maintain iOS behavior. This is something we need to discuss further and figure out.

Change lifecycle of stopSurface in a subtle way: mark the surface as stopped in Java first, then in Cxx (currently it happens in Cxx, then Java).

This will cause us / allow us to ignore the final mounting instructions for the Surface, which are all irrelevant since they just have to do with View removal.
We can rely on GC and `unmountReactApplication` to do all of this for us, and save some CPU cycles on stopSurface.

There is a race between PreAllocateMountItems executing and killing off stale SurfaceMountingManagers.

For now I'm simplifying the "eviction" mechanism. We just keep up to 15 SurfaceMountingManagers around and start evicting them from the least-recently-referenced one.

Hopefully this logic can be simplified in the future.

I'm also sneaking in a small perf optimization for PreAllocateMountItem: don't queue them if the associated surface is already stopped, because chewing through a bunch of dead PreAllocateMountItems on the UI thread can be expensive.

Summary:
In some cases, onMeasure/onLayout are called on the RootView before `startSurface` in Fabric has been able to set surfaceId on the RootView.

With the new SurfaceMountingManager, this causes a crash because we need a valid surfaceId to perform an operation. Before the SurfaceMountingManager refactor, a surfaceId of 0 would be passed to `mBinding.setConstraints` in the FabricUIManager, and setConstraints in C++ noops if there's an invalid surfaceId.

For now, FabricUIManager will also fail silently if the surfaceId is invalid when updateRootLayoutSpecs is called, just to be conservative and to be consistent with previous behavior. This will be upgraded to a hard-crash in the future.

There's a field called `surfaceID` in a couple of classes that isn't the same as the integer `surfaceId` in Fabric.

For consistency, I've deprecated a couple of them, or renamed when appropriate.

In addition, now we're passing the actual integer surfaceId into the ThemedReactContext. This means that every single View created in Fabric gets annotated with the surfaceId it's in. Currently this isn't used, but the idea is that now each View has a mapping back to its surface, which could be used to simplify / optimize operations with SurfaceMountingManager. In particular, we might be able to use this in the future to optimize animations and/or event emitters.

Summary:
This refactors MountingManager into a minimal API that shims into a more fully-featured SurfaceMountingManager. The SurfaceMountingManager keeps track of surface start/stop, surface ID, and surface Context.

This solves a number of issues around (1) race conditions around StopSurface/StartSurface, (2) memory management of Views, (3)

Concrete improvements:

1. Simpler to reason about race conditions around StopSurface/StartSurface.
2. 1:1 relationship between SurfaceId and all Views/tags.
3. When surface is stopped, all descendent Views can be GC'd immediately.
4. Fixed separation of concerns and leaky abstractions: surfaceId/rootTag and Surface Context are now stored and manipulated *only* in SurfaceMountingManager.
5. Simpler StopSurface flow: we simply remove references to all Views, and the Fragment (outside of the scope of this code) removes the RootView. This will trigger GC and we do ~0 work. Previously, we ran a REMOVE and DELETE instruction and kept track of each View in a HashMap. Now we can simply delete the map and move on.

The caveat: NativeAnimated (or other native modules that go through UIManager). APIs like `updateProps` currently uses only the ReactTag and does not store SurfaceId. This is a good argument for moving away from ReactTag, at least in its current incarnation, but: for now this requires that you do a lookup of a ReactTag across N surfaces (worst-case) to determine which Surface a ReactTag is in.

So, to summarize, the "con" of this approach is that now `getSurfaceManagerForViewEnforced` could be slower. It is used in:
* NativeAnimatedModule calls `updateProps` through UIManager
* FabricEventEmitter calls `receiveEvent` on FabricUIManager directly
* On audit, I could find zero native callsites to `sendAccessibilityEvent` through UIManager

Summary:
There is an optimization in FabricUIManager.surfaceActiveForExecution that ensures it returns the same value (true or false)
for a given SurfaceId for a single frame (the value is cached until the next frame).

It seems like this can be causing a few different crashes, in a couple different ways:

1) If StopSurface is called off the UI thread, in the middle of a batch of operations (probably less likely to cause problems)
2) If StopSurface is called on the UI thread, in between different operations; the latter operations will still execute because the `true` value of `surfaceActiveForExecution` was cached.

I don't think that this optimization was providing much for us, and could be causing crashes. Remove it for now and we'll analyze impact on crashes and perf.
