According to D19411886 (https://github.com/facebook/react-native/commit/30491a208513451efa6c2a62a116c61b21363a22), there were some deps that required a couple targets to stay at iOS9:
- `//fbobjc/Libraries/FBGraphQLQuery:FBGraphQLQuery --> //xplat/js/react-native-github:RCTCxxUtilsApple`
- `//fbobjc/Libraries/NativeTemplateKit:NativeTemplateKitJSExecutorPlugin --> //xplat/js/react-native-github/ReactCommon/jsi:JSCRuntimeApple`
These targets seem to build after this diff, so I guess they've been pushed past iOS9.

`xplat` targets add different deps based on what platform the target is being built for.
for anything using `fb_xplat`, we can put all ios supermodules in `fbobjc_labels` and all android sms in `fbandroid_labels`
There's some weirdness with python targets like `thrift_gen` in `/xplat/mobileconfig/tools/generator/gen-py/BUCK` that don't have platform-specific labels because the except_for list for `fbandroid` doesn't need the `fbsource//` prefix (see changes in `/ios/isolation/infra.mobileconfig.sm`)

Summary:
This adds a new jsi API prepareJavaScript. This accepts the same
parameters as evaluateJavaScript() but does not evaluate anything; instead
it returns a new object PreparedJavaScript which can itself be evaluated,
via the new API evaluatePreparedJavaScript().
There is a new empty class PreparedJavaScript which may be subclassed by
each Runtime variant to store its particular prepared form.
