Turn Flow strict mode on for ScrollViewMock.
This file used to declare jest var as `any` but jest module is already typed in root flow folder.
Note: I had to use a quick fix for polyfillPromise. See here #22101
- All flow tests succeed.

Solves https://github.com/facebook/react-native/issues/13034
Now the `ScrollView` mock has all the methods available.
React Native tests pass.
To test this specific part of the code,
```sh
$ react-native init Test
$ cd Test/
$ yarn add react-navigation
```
Then, add a simple project that uses `react-navigation`:
```js
import React from 'react';
import { Text } from 'react-native';
import { StackNavigator } from 'react-navigation';
class HomeScreen extends React.Component {
static navigationOptions = {
title: 'Welcome',
};
render() {
return <Text>Hello, Navigation!</Text>;
}
}
const SimpleApp = StackNavigator({
Home: { screen: HomeScreen },
});
export default SimpleApp
```
Run the default render tests:
```js
$ npm run test
```

Summary:
Hi,
The (as of yet unreleased) commit https://github.com/facebook/react-native/commit/5537055bf87c8b19e9fa8413486eef6a7ac5017f added some ListView and ScrollView mocks, but they leave out the original properties passed into them, which broke some of my tests (e.g. by excluding some properties like `testID`, for example, from the render tree) and I assume might break others' as well.
This PR makes it so the ListView mock directly returns the scroll component (instead of wrapping it in a View), and has ListViewMock and ScrollViewMock pass their given properties through.

Summary:
`Fake` components are simplified so snapshots are stable and reliable, and references are exported
so that interactions like `onRefresh` and `onScroll` can be called manually. Currently there is just
one global export for each class, but we may change this in the future if we need to manage multiple
`Fake`s of the same type in one render tree.
Right now these must be installed explicitly, but I might move them into `__mocks__` folders if it
seems reasonable to make them defaults.
