Summary:
FlatList relies heavily on onScroll events + the measure API. In Fabric, usage of `measure` relies on C++ having an accurate view of the current scroll position of the ScrollView.
We already have a mechanism for updating the scroll position in C++ using UpdateState. But, it is only used currently at the /beginning/ and /end/ of scrolling, and UpdateState is not called /during/ scrolling at all.
This means that we will see a series of events like this while scrolling:

```
Notably, not many C++ state updates are queued; and the last one is queued AFTER the JS event is sent. The last JS event and UpdateState will race, which means that sometimes the C++ update will /lose/ and C++ will have an inaccurate view of the world when FlatList receives the onScroll event and calls `measure`.
My proposed solution, gated behind a feature flag, is to delay /some/ onScroll events until the C++ UpdateState has made its way back to Java, and send UpdateStates more frequently. The balance here is that UpdateState is a relatively expensive operation, so we probably still want to call it /less/ than we call onScroll. This means that `measure` will still return some incorrect results but will return correct results more frequently. Win?

When the height of a HorizontalScrollView changes and there is a `layout` event, it can cause the underlying platform View code to scroll slightly to the right.
I'm... not really sure why, even after looking at the View code for a while. But it is clearly detectable and mirrors issues with RTL that were fixed recently.
This might warrant more investigation, but I believe the fix is relatively safe - we detect if there's an autoscroll only if the height changes and only if the scroll happens in "layout". That scopes the hack pretty well to just this bug.
There aren't really times when we actually want layout to scroll to the right, so... I think this is reasonable.

It seems like what is actually happening is that the computed rect for the view is "0,0" and so contents are assumed to always be outside of this rect.
For now I've disabled this feature. We can investigate as a followup.

time, will treat all calls as part of the same animation and will not lengthen the duration
of the animation. This means that, for example, if the user is scrolling rapidly, multiple
pages could be considered part of one animation, causing some page animations to be animated
very rapidly - looking like they're not animated at all.
We use a custom animation to perform `smoothScrollTo` to improve the UX.
This resolves a longstanding issue in non-Fabric RN, as well as Fabric, since this code is shared between the platforms.

Since support for contentOffset was added to horizontal ScrollView on android (30cc158a87) I'm seeing a crash in my app because of a library. What happens is that it passes a partial object for contentOffset so something like `{x: 1}` which causes a crash on Android.
According to the flow types the object should always contain both x and y but I think we should preserve the runtime behaviour and just use 0 like iOS does.

`UIManager::getRelativeLayoutMetrics` returns incorrect `frame.origin.y` value.
Just quick reiteration how calculation of `frame.origin` works. We take frame of the target shadow node, travers hierarchy to the root and keep adding `frame.origin` of each ancestor to target shadow node's origin.
One more important piece of information, to calculate scroll view's `frame.origin`, we need to have its contentOffset which gets passed to Fabric core through state.
# So where does it go wrong?
Problem is that on Android, calling view command `scrollTo` doesn't set its internal state correctly. So when we calculate the layoutmetrics, scroll view's `frame.origin` is off by whatever value was used in `scrollTo`.
# The fix
In `ReactScrollView`, correctly set state after `scrollTo` is called on it.

The issue affects the following Android APIs:
- ViewGroup.getChildVisibleRect()
- View.getGlobalVisibleRect() (Which calls into ViewGroup.getChildVisibleRect)
- View.getLocalVisibleRect() (Which calls into View.getGlobalVisibleRect())
According to Android documentation, View.getGlobalVisibleRect() should provide a rect for a given view that has been clipped by the bounds of all of its parent views up the view hierarchy. It does so through the use of the recursive function ViewGroup.getChildVisibleRect().
Since React Native has a separate clipping mechanism that does not rely on Android UI's clipping implementation, ViewGroup.getChildVisibleRect() is unable to determine that a rect should be clipped if the clipping view is a ReactClippingViewGroup. This resultantly breaks some important use cases for things like testing with Detox, which relies on this functionality to tell when a component is on-screen, as explained in the above referenced issue.
The rationale of the fix is essentially to implement logic analogous to [ViewGroup.getChildVisibleRect()](https://android.googlesource.com/platform/frameworks/base/+/master/core/java/android/view/ViewGroup.java#6176), discarding irrelevant Android clipping modes, and instead testing against the 'overflow' property, restoring the originally intended functionality. This is implemented as an override to ViewGroup.getChildVisibleRect() in the following classes:
- ReactViewGroup
- ReactScrollView
- ReactHorizontalScrollView
Unfortunately, since the public ViewGroup.getChildVisibleRect() API recurses into a `hide` annotated API which cannot be overridden, it was necessary to provide this override in each of the above React Native classes to ensure the superclass implementation would not be called, which would break the recursion.

Currently, horizontal `ScrollViews` don't properly support `removeClippedSubviews`.
This is because the container view, `ReactHorizontalScrollContainerView` extends from regular `ViewGroup` instead of `ReactViewGroup` so doesn't have all the logic around clipping children.
Moreover, the `ReactHorizontalScrollContainerViewManager` doesn't actually support the `removeClippedSubviews` prop
This change:
- Makes `ReactHorizontalScrollContainerView` extend from `ReactViewGroup` while maintaining the special logic around RTL scrolling
- Factors out a common `ReactClippingViewManager` which will be used to bridge all components which extend `ReactViewGroup` and support clipping. It has the logic for adding/removing children and getting child counts while considering clipped subviews
- `ReactViewManager` now extends this new `ReactClippingViewManager`
- `ReactHorizontalScrollContainerViewManager` also extends `ReactClippingViewManager`
