Follow up to D70322032. Relocates some of our newly added Flow library definitions into the package level `flow/` directory, to help disambiguate their use.
**Types directories after changes**
`packages/react-native/`
- `flow/` — Longstanding location for Flow package/global library definitions. Not imported by source code.
- `src/types/` — Contains public typedefs useful to 3P consumers (TypeScript) (today, just `globals.d.ts` as one module). Not imported by source code.
- `src/private/types/` — Source type modules **in Flow**, that **are imported** by other files in `src/private/`.

Aims to give us CI coverage of React Native's Jest preset, preventing future bugs like https://github.com/facebook/react-native/pull/51525.

- Add a basic "it renders" Jest test to helloworld
- Add "Run Helloworld tests" step to `test-ios-helloworld` job in CI
- Also convert helloworld's `App.tsx` to TypeScript, as easiest way to unblock Jest JSX behaviour.

- These aren't currently run in CI.
- Don't seem high value (only covers `set-version` behaviour).

Summary:
This gives Frameworks more control in selecting specific tasks and integrating the return types data in their UI. For example piping `stdout` to the user or using packages like [Listr2](https://www.npmjs.com/package/listr2) to run tasks in parallel and show progress.
The ordering is suggestive (but also enforced by some assertions). Frameworks are free to do what they want.
The order was implicit in the previous data structure with lists of Tasks, but made it difficult to tap into each async task.
I've also had to rework how we transpile the code if directly executed from the monorepo. This keeps our:
- flow types valid,
- allows the core-cli-utils package to be built (to generate TypeScript types and a valid npm module), and
- allows direct transpiled execution as a yarn script.
