Summary:
Calculation of TransformedFrames was a method introduced by D37994809 (https://github.com/facebook/react-native/commit/64528e5faa445907b8287b412c344f30c20fca61) to fix rendering of inverted flat lists.
We found that this operation is crashing in fb4a causing the UBN T127619309
This diff creates a feature flag to disable the calculation of TransformedFrames in Layoutable ShadowNodes. **The goal of this diff is to revert the behavior introduced by D37994809 (https://github.com/facebook/react-native/commit/64528e5faa445907b8287b412c344f30c20fca61)**
The featureFlag is disabled in fb4a and enabled in react AR (because ReactAr apps relies on the calculation of TransformedFrames and these apps are not affected)
The root cause of the bug will be fixed by D38280674 (which still requires more testing and investigation)

Summary:
With the `MapBuffer`-based props calculated from C++ props, there's no need to keep `rawProps` around for Android views.
This change makes sure that the `rawProps` field is only initialized under the feature flag that is responsible for enabling `MapBuffer` for prop diffing, potentially decreasing memory footprint and speeding up node initialization as JS props don't have to be converted to `folly::dynamic` anymore.
For layout animations, props rely on C++ values, so there's no need to update `rawProps` values either.

Summary:
Adding runtime type information adds greatly to the binary size, so react-native-windows builds without it. But some parts of the fabric code currently uses dynamic_cast, which means to use fabric we have to build with RTTI turned on. This PR removes the usages of dynamic_cast that are hit in release builds, which should allow react-native-windows to turn off RTTI in release builds.

One thing to note, the comment in ShadowNodeTraits indicates that core was reserving the first 16 bits. I'm adding two more. Is that ok? Should core be reserving more for future use?

This is a mechanism that will guess event's React priority based on other events ongoing on the platform.
If an event happens within span of ContinuousStart -> ContinuousEnd and its category is unspecified, we deduce it's React priority to be default. All other events are discrete.
Special case: `onScroll`, which is always treated as "Default".

shergin found that folly's merge_patch implementation doesn't propagate `null` correctly (details in D26435620 (https://github.com/facebook/react-native/commit/1e9f63fe277c42d812ef007ced7eff1688602b62)). This is a requirement and needs to be adjusted in props forwarding on Android.
As far as we know this isn't causing any bugs but it is an error that should be fixed.

`using ViewProps::ViewProps;` was causing problems in Visual Studio 2017 - changing it to ` TestProps() = default;` allowed dependent CPP files to compile on MSVC and caused no regressions in the Fabric test suite.

If `ConcreteShadowNode::setStateData` is called and the node is cloned before it is mounted, the cloned node will have old state before `setStateData` was called.
To solve this, simply call `setMostRecentState` on the family inside `ConcreteShadowNode::setStateData`.
