This forwards props to `__getFrameMetricsApprox()` and `_getFrameMetrics()` . This is called in a variery of places, so we need to pass `FrameMetricProps` through more places, and update public/test usage.
## Stack Summary
`VirtualizedList`'s component state is a set of cells to render. This state is set via the `setState()` class component API. The main "tick" function `VirtualizedList._updateCellsToRender()` calculates this new state using a combination of the current component state, and instance-local state like maps, measurement caches, etc.

`_updateCellsToRender()` transitively calls many functions which will read directly from `this.props` or `this.state` instead of the value passed by the state updater. This intermittently fires invariant violations, when there is a mismatch.
This diff migrates all usages of `props` and `state` during state update to the values provied in `setState()`. To prevent future mismatch, and to provide better clarity on when it is safe to use `this.props`, `this.state`, I overrode `setState` to fire an invariant violation if it is accessed when it is unsafe to:

[General][Fixed] - Remove illegal private property access in VirtualizedSectionList.scrollToLocation
`VirtualizedSectionList.scrollToLocation` internally uses `VirtualizedList`'s `_getFrameMetricsApprox` method. This method is private by convention (since it's `_`-prefixed), but under certain build setups this is also enforced at runtime, so using `scrollToLocation` can throw an error.
Here, we rename this internal method to `__getFrameMetricsApprox` (adding another leading underscore) which opts it out of being treated as private, while still communicating that it's not part of the public API. We also delete the Flow error suppression that masked this issue.
For reference: This convention for private methods (including the double-underscore opt out) has its roots in Facebook's pre-Babel [JSTransform](https://github.com/facebookarchive/jstransform/blob/master/visitors/es6-class-visitors.js) compiler and is implemented in Flow as [`munge_underscores=true`](https://flow.org/en/docs/config/options/#toc-munge-underscores-boolean).

These components had props that were poorly typed and let many things through. This diff tightens that all up.
The main difference in this diff is using `{...BaseProps, ...LocalProps }` instead of `BaseProps & LocalProps`.
The majority of the changes in this diff is reducing duplicated prop definitions. For example, FlatList defines a bunch of props that VirtualizedList also defines. Since FlatList extends those props, using spread now means that FlatList can't duplicate those props. So I've moved the definitions to the correct base file and deleted the duplicates.
