When compiling iOS apps with flag `-Wnullability-completeness` (like Lightspeed app and soon Instagram), Objective-C headers are required to either have full *explicit* nullability annotations on all members of its public API, or none at all; partially annotated headers will fail to build that module.

RN native modules are currently generated with *partial* annotations.  This works today because most apps are not compiled with `-Wnullability-completeness` turned on. But when we flip the switch for Instagram, the app doesn't build due to importing these RN partially annotated modules.

JavsScript Flow types are implied nonnull, and the current RN codegen translates Flow's [maybe/optional](https://flow.org/en/docs/types/maybe/) type to Obj-C `_Nullable` annotation, and everything else without an explicit Obj-C annotation. However this creates a mismatch with the Obj-C type system, where the implied default is *unannotated*, which is handled differently from nonnull when built with the nullability compiler flags.

There is a simple Obj-C macro that automatically adds *explicit nonnull* annotations to all members in a header: `NS_ASSUME_NONNULL_BEGIN` / `NS_ASSUME_NONNULL_END`. If we add this to *all* RN-generated headers, however, we run into issues:
1) We may erroneously assume any previously-unannotated header was meant to be nonnull and cause future bugs
2) Another compiler flag (`-Wnullable-to-nonnull-conversion`) statically analyzes Obj-C implementation code to prevent us from ever passing null to one of these headers. Much existing Obj-C code will break here, and it's ambiguous if these are true or false positives because of the first point.

Instead, in this diff we add a new BUCK flag `ios_assume_nonnull` to let module authors opt into automatic nonnull for unannotated members so that Obj-C headers are generated correctly in alignment with Flow's type system. We can migrate all libraries individually as needed and eventually make this the RN native codegen default.

**Problem:** We unnecessarily flatten the directory structure of all our Java files.

This diff moves all the files under the java/ folder of the Codegen output into the zip that is used to create the android_library. This way, we avoid filename collisions between two Pojos belonging to two different components (with different packages), but that have the same name.

Summary:

All `rn_library(codegen_modules = True)` must now also specify native_module_android_package_name, like so:

Kevin Gozali 072896e3b7 Android: introduced uimanager/interfaces target for base symbols used by codegen output
Summary:
Some of the existing files under uimanager/ are self contained and used by the component codegen output. This commit split out those files into a dedicated uimanager/interfaces/ dir/target so that more targets can depend on it without causing dep cycle.

Also, the component codegen output doesn't need LayoutShadowNode at all, so this removed the import.

This will allow us to combine the Java codegen output for TM spec and Fabric components, simplifying build and dependency management (not in this commit yet).

Kevin Gozali 3af21381df Codegen Android: allow generating Fabric Java component files during build time

This commit:
* Generate Fabric component Java files along side Java NativeModule specs, when `USE_FABRIC=1` is set
* Adjust the component codegen to place output files in a subdir based on package name
* Adjust existing Buck targets to filter the right nativemodule vs component java files (this avoids duplicated symbols)
* Compiles the Java output during build time on RNTester/ReactAndroid (Gradle)

Not in this commit:
* Fabric C++ files
* Removing checked-in generated component files.

Kevin Gozali 4630e57821 Codegen Android: fixed CI due to bad SRC->OUT dir copy
Summary:
The recursive copy statement fixed here behaved differently in MacOS vs Linus (CI), because of the missing dot (.)

The trailing slash on the source directory behaves differently on Mac (BSD) than Linux (GNU):

> If the source_file ends in a /, the contents of the directory are copied rather than the directory itself.

Kevin Gozali f760f90f1e Codegen BUCK: define codegen entrypoint under react-native-github/Libraries/ for core modules

Kevin Gozali 16044b3c2a Codegen Buck: fork schema generator target for FB vs OSS via rn_codegen_cli()
Summary:
Introduced a helper macro `rn_codegen_cli()` that defines ":write_to_json" and ":rn_codegen" targets differently based on the environment. When run at FB, it uses FB-specific setup. When run in OSS as a standalone repo, we use `yarn install` and `yarn run build` directly, then use `node` to run the output CLI.

This way, the same target can be used in both environments on other Buck targets.

Motivation: we need this to define rn_codegen_modules() to use codegen to produce Java TurboModule specs, that can be built by CircleCI (we build ReactAndroid via Buck as well). That way we can finally removed the checked-in .java spec files.

Since the header namespace is "FBReactNativeInternationalizationSpec", we can only import the header file via "FBReactNativeInternationalizationSpec/FBReactNativeInternationalizationSpec.h", according to this buck documentation: https://buck.build/rule/cxx_library.html#headers. Not entirely sure how this target compiled before.

The legacy codegen buck target also set the header namespace to "": https://fburl.com/diffusion/3p85qhf9.

Samuel Susla 7ef252bcb3 Export native commands codegen classes and fix build issue

Janette Cheng 10cc834567 Use fbandroid_labels and fbobjc_labels in xplat targets
Summary:
`xplat` targets add different deps based on what platform the target is being built for.

for anything using `fb_xplat`, we can put all ios supermodules in `fbobjc_labels` and all android sms in `fbandroid_labels`

There's some weirdness with python targets like `thrift_gen` in  `/xplat/mobileconfig/tools/generator/gen-py/BUCK` that don't have platform-specific labels because the except_for list for `fbandroid` doesn't need the `fbsource//` prefix (see changes in `/ios/isolation/infra.mobileconfig.sm`)

Oleksandr Melnykov 50fe8119de Use ViewManagerDelegate if provided instead of $$PropsSetter to update view props
Summary:
This diff introduces an interface `ViewManagerDelegate` and its base implementation `BaseViewManagerDelegate`, which is used as a parent class for all view manager delegates generated by the JS codegen. Before the changes in this diff, generated delegates didn't support setting the base view properties such as background color, rotation, opacity, etc. Now it's possible to do by using `BaseViewManagerDelegate.setProperty(...)`, and since all generated delegates extend BaseViewManagerDelegate, they can just call `super.setProperty(...)` for properties they don't want to handle.

This diff also introduced a new method `ViewManager.getDelegate()`. This will allow view managers to return an instance of the delegate generated by JS and ensure that the view properties are set in a type-safe manner. If this method returns null (it does by default), we fall back to the default implementation of setting view properties using Java-generated `$$PropsSetter`
classes.

This is an example of an interface class generated by JS:

NOTE: What if a view manager, for instance ReactAxialGradientManager, wanted to add support for the borderRadius prop? In the old Java codegen, it would just need to create a method and annotate it with ReactProp (name = ViewProps.BORDER_RADIUS) and $$PropsSetter would call this method when a property with this name must be set. With the new JS codegen, borderRadius is a part of the basic view props, so setBorderRadius is not generated as a part of the ViewManagerInterface, so it’s not possible to set this value. I see two options: 1) add a method boolean setProperty (String propName, Object value) and let the view manager handle it in a non-type safe way (return true if it’s been handled). 2) Generate BaseViewManagerInterface which will include all basic view props and make BaseViewManager implement this interface, leaving all methods empty so that it stays compatible with the current implementation. Override these methods in a view manager that needs to handle a specific property in a custom way (so we would override setBorderRadius in ReactAxialGradientManager).

Michał Osadnik 0da4612f03 change name convention for modules
Summary:
Following our internal discussion we want to change previously used name convention.
Now it looks like:

```

Name is a param of `rn_codegen` and `rn_library`. Also, I found it the easiest to move replacing `::_IMPORT_::` into buck rule
