On iOS, the cache is enabled by default but it's not the case on Android. This PR adds 10Mo of HTTP cache by default. 10Mo was chosen arbitrarily.

I wrote it so there's no breaking change for those already using the `OkHttpClientProvider.createClient` and `OkHttpClientProvider.createClientBuilder` public methods.

1. react-native init TestAndroidCache
2. Followed https://facebook.github.io/react-native/docs/android-building-from-source.html to build  with this branch as react-native
3. Added the following code in the App.js (with correct URL_WITH_CACHE_CONTROL)
4. Made sure the debugger is closed
5. Throttled my mac's network speed with the `Network link conditioner` (edge)
6. Tapped "Fetch", it shows ~4000
7. Tapped "Fetch" again, it shows ~6

Summary:
As mentioned [here](https://github.com/react-native-community/react-native-releases/issues/34#issuecomment-417718601), Android is missing native Promise reject with a `userInfo` `WritableMap` support and also `nativeStack` support (which addresses `TODO(8850038)`). This PR adds Android support for both of these.

React Native on iOS ([here](https://github.com/facebook/react-native/blob/master/React/Base/RCTUtils.m#L433)) and Windows ([here](https://github.com/Microsoft/react-native-windows/pull/732)) already support this so this is a relatively minor addition to bring Android in line with the other platforms. (JS support is also [here](https://github.com/facebook/react-native/blob/master/Libraries/BatchedBridge/NativeModules.js#L145-L148))

Existing methods remain unchanged other than general cleanup of variable names (`e -> throwable`) and adding code comments/docs.

Additionally, the `ShareTestModule` implementation of Promise (SimplePromise) was updated to reflect these changes - other line changes in this file are from formatting in Android Studio - if this is an issue let me know.

 - Currently inconsistent with other platforms.
 - Blocking a couple of issues over at [invertase/react-native-firebase](https://github.com/invertase/react-native-firebase) - save for re-writing everything to Promise resolve only - which is no small change and isn't a great solution either.

Since this is a singleton anyway, there was no need to pass this as an argument. In subsequent diffs, we will also ensure that `ChoreographerCompat.getInstance()` runs on the UI thread, so that the `Choreographer` it gets is based on the `Looper` of the main thread.

Summary:
When looking at enabling gzip content encoding on Android I stumbled on this old issue where the body content is not decoded. It happens because okhttp only handles gzip decoding if the user does NOT provide an accept-encoding header. This is pretty confusing because on iOS we need to pass the header manually if we want to receive a gzipped response. I think it makes sense to handle the decoding no matter what.

This patch is a bit of a hack job, but I'd argue it's necessary to dramatically improve the dev UX on Android devices. Somewhere in react-native, there's a shared SerialExecutor which AsyncStorage uses that is getting blocked, causing remote debugging to occasionally hang indefinitely for folks making AsyncStorage requests. This is frustrating from a dev UX perspective, and has persisted across several versions as far back as RN 0.44, and still remains on RN 0.54.

The issue seems to only happen on Android > 7+, which is likely because the ThreadPoolExecutor behavior changed in this version:

We've been using this patch in production for the past 4 months on our team by overriding the AsyncStorage native module. We use AsyncStorage extensively for offline data and caching.

You can test by compiling this commit version into a test react native repository that is set to build from source:

On pre-M devices, `PermissionsAndroid.request` currently returns a boolean, whereas on newer, it returns GRANTED, DENIED or other constants defined in `PermissionsModule.java`

given the example form the [docs](https://facebook.github.io/react-native/docs/permissionsandroid.html) which I guess many people use, this will lead to code that does not work before M (it will tell you that permissions are not given even if they are in the manifest).

I believe the author of [this](https://github.com/facebook/react-native/commit/51efaab1209a41254c90dcba596d49e3cbc2d925) forgot to change the resolved value in this one place but changed it in other places, eg [here](https://github.com/facebook/react-native/commit/51efaab1209a41254c90dcba596d49e3cbc2d925#diff-2a74096453bc8faa5d4a1599ad0ab33fL99).

The docs are written correctly:

> On devices before SDK version 23, the permissions are automatically granted if they appear in the manifest, so check and request should always be true.

but the code is not right because we'd need to check for `if (granted === PermissionsAndroid.RESULTS.GRANTED || granted === true) {`

Also, the behavior is done correctly in [requestMultiplePermissions](https://github.com/facebook/react-native/blob/26684cf3adf4094eb6c405d345a75bf8c7c0bf88/ReactAndroid/src/main/java/com/facebook/react/modules/permissions/PermissionsModule.java#L148) so returning a boolean is an inconsistency.

I tested this locally. The code is the same as on line [148](https://github.com/facebook/react-native/blob/26684cf3adf4094eb6c405d345a75bf8c7c0bf88/ReactAndroid/src/main/java/com/facebook/react/modules/permissions/PermissionsModule.java#L148) where it is done correctly.

validates both keys and values, and then crashes.
okhttp3.6.0 Headers.java (l.320)

This fix will strip illegal characters from any cookie that is being
passed to the okhttp request.

* To be on par with Apple TV support, this makes it possible to run React Native apps on Android TV devices (See also: https://react-native.canny.io/feature-requests/p/android-tv-support)
* These changes also make it possible to navigate through the app using D-PAD buttons that are present on some mobile devices
* Since these changes affect, among others, `ReactRootView.java` and `Touchable.js` code and are closely related to Apple TV implementation, it makes sense for them to be included in the core

 - React native apps can be launched on Android TV devices and properly render their content
 - Navigation is possible using left, right, top, bottom arrows from the remote (or D-PAD)
 - Touchable components can handle D-PAD center button press events and correctly fire their `onPress` handlers
 - Touchable components will receive `onPressIn` and `onPressOut` events and can react to focus/blur changes appropriately (just like on Apple TV)
 - `Platform` constants allow to check if the react-native app is running on TV (`Platform.isTV`)
 - `ScrollView`s behave correctly (same as native implementation) when switching to view outside bounds – that is, the container would scroll such that the newly focused element is fully visible
 - Native "clicking" sounds are played when moving between focusable elements
 - Play/Pause click event is send to `TVEventHandler`
 - Rewind and FastForward events are send to `TVEventHandler`
 - Back button behaves as a normal Android back button
 - Diagonal buttons work correctly on Android TV, e.g. if there is no button directly to the right from the focused one, but there is one to the right but a bit higher/lower it will grab focus
 - Dev menu can be accessed by long pressing fast forward button

- `TextInput` will not work on Android TV devices. There's an issue with native `ReactEditText` implementation that prevents it from receiving focus. This makes it impossible to navigate to `TextInput`.
This will be fixed next, but will be included in a separate Pull Request
- ~Overlay permissions cannot be granted on Android TV devices running Android version >= 6.0
This is because the overlay permission can only be granted by firing an Intent to open settings page (`ACTION_MANAGE_OVERLAY_PERMISSION`). Since this page does not exist on TV devices the permission cannot be requested. This will make the app crash when trying to open dev menu (⌘+M) or displaying a redbox error.
Note: This does not affect devices running Android version < 6.0 (for example Amazon Fire TV Stick)~
This is now fixed by: https://github.com/facebook/react-native/pull/16596

* Following the above change we copy `TVEventHandler.ios.js` into `TVEventHandler.android.js` to enable JS to pick up those native navigation events and dispatch them further to subscribed views. (Note: We do not have a native `TVNavigationEventEmitter` implementation on Android, thus this file is slightly modified, e.g. it does pass `null` to `NativeEventEmitter` constructor)
* Added `uiMode` to `AndroidInfoModule`. (**Note**: This required changing `extends BaseJavaModule` to `extends ReactContextBaseJavaModule` to be able to use `getSystemService` which requires `Context` instance!
* Added `isTV` constants to both `Platform.ios.js` (keeping the deprecated `isTVOS` as well) and `Platform.android.js`
* Changed condition check on `Touchable.js` to use the newly added `isTV` flag to properly handle TV navigation events on Android as well
* Added `LEANBACK_LAUNCHER` to `RNTester` `intent-filter` so that it is possible to launch it on Android TV devices.
