Summary:
In order to properly set the view's borderRadius the inner*RadiusX/inner*RadiusY should not
be used, since their values are obtained via the following formula:
int innerTopLeftRadiusX = Math.max(topLeftRadius - borderWidth.left, 0);
If topLeftRadius and borderWidth.left have the same value innerTopLeftRadiusX will
be zero and it will cause the top left radius to never be set since
"(innerTopLeftRadiusX > 0 ? extraRadiusForOutline : 0)" will evaluate to zero.
In order to prevent this issue the condition will only consider topLeftRadius, topRightRadius, and etc.
I took a closer look to see if this fix does not causes a regression in https://github.com/facebook/react-native/issues/22511

It achieves this by adding a mask to the RippleDrawable background, collecting that information from two new methods on ReactViewGroup:
1. getBorderRadiusMask() returns a drawable rounded rectangle matching the view's border radius properties
2. getBorderRadius() produces a float[] with the border radius information required to build a RoundedRectShape in getBorderRadiusMask()
Additionally, this commit updates setBorderRadius in ReactViewManager to re-apply the background whenever it is set, which is necessary to update the mask on the RippleDrawable background image as the border radius changes.

This addresses the same issue as #18830 which was reverted since it didn’t handle `removeClippedSubviews` properly.
When subview clipping is on, ReactViewGroup keeps track of its own children directly and accounts for the offset introduced by clipped views when calling ViewGroup methods that modify children.
Instead of accounting for just clipped children (views with no parent), it should account for any children that aren’t in the ViewGroup which also includes children that are being transitioned. If you look at the ViewGroup source code, [it explicitly retains the view parent until the transition finishes](https://github.com/aosp-mirror/platform_frameworks_base/blob/oreo-release/core/java/android/view/ViewGroup.java#L5034-L5036) which caused the `getParent()` checks to pass, even though those views should be ignored. I added a new `isChildInViewGroup` method that handles both clipped and transitioning views to fix this.
I reproduced the [earlier crash](https://github.com/facebook/react-native/pull/18830#issuecomment-382798628) by enabling clipping in [this test app](https://github.com/facebook/react-native/pull/18830#pullrequestreview-111758886) and adding a “clear views” button that resets the state to an empty items array with an animation.

Summary:
Brings back the fix for `overflow: hidden` on Android by implementing a workaround for a bug with `ReactNativeART`.
The ReactNativeART bug is that changes in the canvas due to a resize of the `Surface` are not properly reflected on Android. I have verified that the correct props are being computed and passed to the shadow nodes and that the `ARTSurfaceView`'s canvas is indeed updated. But for some reason, the paint is not updated.
This workaround is to simply unmount and remount `Surface` on Android. It sucks and we should eventually fix it.

Reverts D8666509. Unfortunately, I misunderstood `setClipChildren` on Android.
When set on a `ViewGroup`, `setClipChildren` configures whether its //children// — not itself — are clipped to their bounds. This is unlike `overflow` (as it behaves on iOS) which configures whether the view itself is clipped to its bounds.
But they are definitely related. In theory, I think we could implement `overflow` using `setClipChildren` by:
- Setting `setClipChildren(false)` by default. (This part, I got right.)
- When `overflow` is set to `hidden` on a `View`, we create an extra `ViewGroup` (child) within the normal `ViewGroup` (parent). Then, we can set `setClipChildren(true)` on the parent `ViewGroup` which will cause the child `ViewGroup` to be clipped to its bounds.
However, I think the tricky thing will be to create the child `ViewGroup` without incurring unintentional side effects.
I need to decide whether or not this is worth trying. The alternative is to add a new `clipChildren` boolean prop that is Android-only, but I really hate further bifurcating the platform. But for now, I am reverting my mistake.

Summary:
Adds support for the `overflow` style property on React Native for Android.
This switches overflowing views to be visible by default with the ability to override this at the container level using `overflow: 'hidden'`. This is the same behavior as React Native on iOS.
One major caveat to this solution is that it uses `setClipChildren` which does not extend the hit target to the overflow draw regions. While this is a pitfall, the current state of React Native on Android where `overflow` is hidden by default (which is the opposite of iOS) is also a huge pitfall. But I think this moves us in the right direction because where you *don't* need the touch behavior, you are now able to leverage overflow draws.

- Touchable components will receive `onPressIn` and `onPressOut` events and can react to focus/blur changes appropriately (just like on Apple TV)
- `Platform` constants allow to check if the react-native app is running on TV (`Platform.isTV`)
- `ScrollView`s behave correctly (same as native implementation) when switching to view outside bounds – that is, the container would scroll such that the newly focused element is fully visible
- Native "clicking" sounds are played when moving between focusable elements
- Play/Pause click event is send to `TVEventHandler`
- Rewind and FastForward events are send to `TVEventHandler`
- Back button behaves as a normal Android back button
- Diagonal buttons work correctly on Android TV, e.g. if there is no button directly to the right from the focused one, but there is one to the right but a bit higher/lower it will grab focus
- Dev menu can be accessed by long pressing fast forward button

- `TextInput` will not work on Android TV devices. There's an issue with native `ReactEditText` implementation that prevents it from receiving focus. This makes it impossible to navigate to `TextInput`.
This will be fixed next, but will be included in a separate Pull Request
- ~Overlay permissions cannot be granted on Android TV devices running Android version >= 6.0
This is because the overlay permission can only be granted by firing an Intent to open settings page (`ACTION_MANAGE_OVERLAY_PERMISSION`). Since this page does not exist on TV devices the permission cannot be requested. This will make the app crash when trying to open dev menu (⌘+M) or displaying a redbox error.
Note: This does not affect devices running Android version < 6.0 (for example Amazon Fire TV Stick)~

* Added `ReactAndroidTVViewManager` that handles TV `KeyEvent`s and dispatches events to JS - This is the core that enables basic navigation functionality on Android TV devices
* Following the above change we copy `TVEventHandler.ios.js` into `TVEventHandler.android.js` to enable JS to pick up those native navigation events and dispatch them further to subscribed views. (Note: We do not have a native `TVNavigationEventEmitter` implementation on Android, thus this file is slightly modified, e.g. it does pass `null` to `NativeEventEmitter` constructor)
* Added `uiMode` to `AndroidInfoModule`. (**Note**: This required changing `extends BaseJavaModule` to `extends ReactContextBaseJavaModule` to be able to use `getSystemService` which requires `Context` instance!
* Added `isTV` constants to both `Platform.ios.js` (keeping the deprecated `isTVOS` as well) and `Platform.android.js`
* Changed condition check on `Touchable.js` to use the newly added `isTV` flag to properly handle TV navigation events on Android as well
* Added `LEANBACK_LAUNCHER` to `RNTester` `intent-filter` so that it is possible to launch it on Android TV devices.
