In bridgeless mode, we use BridgelessReactContext, which overrides some methods on ReactApplicationContext like `getJSIModule` and returns true for `isBridgeless`. This is needed for things like getting the EventDispatcher, which is currently accessed from the UIManagerModule (which doesn't exist in bridgeless mode).
However, when we create Views in React Native we don't use the ReactApplicationContext directly; instead, we create a ThemedReactContext, which holds a reference to the RAC. It also initializes itself with the RAC's CatalystInstance, so that when you call methods on the TRC it can access native modules, etc.
This doesn't work in bridgeless mode, because the methods are overridden on the RAC, *not* the TRC. So in order for this work as expected, we need to delegate these methods to the RAC member variable. In this diff I'm just doing this for `isBridgeless` and `getJSIModule` so that accessing the EventDispatcher works.

This diff fixes the rendering of TextInput component for Android 4 devices.
This bug was caused by D18196901, when we changed the base class of ReactEditText from EditText to AppCompatEditText.
The root of the problem is that AppCompatEditText wraps the ReactContext received as a parameter in the construction of the View into a ContextWrapper object. This break the implicity assumption that the method View.getContext will return the same context that was used during the construction of the view.

Because the `mCatalystInstance` of the ReactContext can be null during teardown, there are technicaly cases where `UIManagerHelper.getUIManager` can return null. In those cases we check for a CatalystInstance and raise a SoftException, and return null. We must then guard in every case where we call `getUIManager` to prevent NullPointerExceptions.

Currently crashes are coming from `PropsAnimatedNode.restoreDefaultValues` calling `UIManagerModule.synchronouslyUpdateViewOnUIThread` on teardown/at the end of an animation as RN is being torn down.
This can happen in both Paper and Fabric.
In dev this will still crash because the SoftException will trigger a crash. It will be a noop with logged warnings in production builds.

Currently the react native framework doesn't handle the accessibility state changes of the focused item that happen not upon double tapping. Screen reader doesn't get notified when the state of the focused item changes in the background.
To fix this problem, post a layout change notification for every state changes on iOS.
On Android, send a click event whenever state "checked", "selected" or "disabled" changes. In the case that such states changes upon user's clicking, the duplicated click event will be skipped by Talkback.

The issue affects the following Android APIs:
- ViewGroup.getChildVisibleRect()
- View.getGlobalVisibleRect() (Which calls into ViewGroup.getChildVisibleRect)
- View.getLocalVisibleRect() (Which calls into View.getGlobalVisibleRect())
According to Android documentation, View.getGlobalVisibleRect() should provide a rect for a given view that has been clipped by the bounds of all of its parent views up the view hierarchy. It does so through the use of the recursive function ViewGroup.getChildVisibleRect().
Since React Native has a separate clipping mechanism that does not rely on Android UI's clipping implementation, ViewGroup.getChildVisibleRect() is unable to determine that a rect should be clipped if the clipping view is a ReactClippingViewGroup. This resultantly breaks some important use cases for things like testing with Detox, which relies on this functionality to tell when a component is on-screen, as explained in the above referenced issue.
The rationale of the fix is essentially to implement logic analogous to [ViewGroup.getChildVisibleRect()](https://android.googlesource.com/platform/frameworks/base/+/master/core/java/android/view/ViewGroup.java#6176), discarding irrelevant Android clipping modes, and instead testing against the 'overflow' property, restoring the originally intended functionality. This is implemented as an override to ViewGroup.getChildVisibleRect() in the following classes:
- ReactViewGroup
- ReactScrollView
- ReactHorizontalScrollView
Unfortunately, since the public ViewGroup.getChildVisibleRect() API recurses into a `hide` annotated API which cannot be overridden, it was necessary to provide this override in each of the above React Native classes to ensure the superclass implementation would not be called, which would break the recursion.

In Paper setting padding on a view was only supported for Text and TextInput components (see https://fburl.com/codesearch/6r6lu5vd). In Paper the following order was guaranteed: `createViewInstance -> addEventEmitters -> updateProperties -> onAfterUpdateTransaction`. React Native components need a mechanism to specify their value to assistive technologies. This PR adds the notion of accessibilityValueDescription-- a property which either contains a textual description of a component's value, or for range-based components, such as sliders and progress bars, it contains range information (minimum, current, and maximum).
On iOS, the range-based info if present is converted into a percentage and added to the accessibilityValue property of the UIView. If text is present as part of the accessibilityValueDescription, it is used instead of the range-based information.
On Android, any range-based information in accessibilityValueDescription is exposed in the AccessibilityNodeInfo's RangeInfo. Text which is part of accessibilityValueDescription is appended to the content description.

The problem is that `FbReactTTRCStepRenderFlagManager` doesn't extend `BaseViewManager`, but `ViewManager`, which means that we cannot use it with the generated delegate. We cannot use `ViewManager` instead of `BaseViewManager` in our JS codegen either, otherwise we will not be able to set base view props.
This diff makes it possible for delegates generated by JS to be used by Android view managers that do not extend `BaseViewManager`. By having a `BaseViewManagerInterface` we will be able to introduce a no-op base view manager implementation and wrap our original view manager in it so that we can pass as a constructor parameter to `BaseViewManagerDelegate`.

If the app is targeting Android P or later then passing these values will result in an exception being thrown.
