While working on recent PRs regarding ripple radius in TouchableNativeFeedbaack and ripple support in Pressable I noticed `ReactDrawableHelper` uses a [discouraged](https://developer.android.com/reference/android/content/res/Resources#getIdentifier(java.lang.String,%20java.lang.String,%20java.lang.String)) way to obtain resources.

The attribute names (strings) `'selectableItemBackground'` and `'selectableItemBackgroundBorderless'` are used here

And passed to `context.getResources().getIdentifier()` in `ReactDrawableHelper`. Since we know the attribute names beforehand I figured we can obtain the resources by id (fast) instead of by name (slow). I made it so that the slow code path is taken in case the attribute name does not match what is expected, as a fallback.

Note that I did not do any measurement of the effect of this, I'm just offering this as a PR. You'll notice that this PR relies on the fact that the string in JS is the same as the string in Java (it is duplicated). While I could export the strings from Java and use them in JS, I wasn't sure where to export them. But note that even before, the JS code depended on the `'selectableItemBackground'` and `'selectableItemBackgroundBorderless'` strings to exist on the native side, in the android SDK, I just made the dependency explicit.

This PR fixes the drawing of the border rounded edges when the border-radius is small than the border-width. The current implementation capped the possible border-radius making it impossible to set smaller border-radii when using thicker borders. After inspection it was found that the rounded-rect calculation is incorrect.

**Faulty situation:**

Summary:
This PR fixes incorrect drawing of the View borders on Android, after changing the border-radius back to 0 *(and when no background-color is defined)*.

This happens because the `drawRoundedBackgroundWithBorders` function in ReactViewBackgroundDrawable changes the style on the Paint object to `STROKE`. This style is however never reverted back to `FILL`. This change ensures that the Paint style is set to `FILL` for the full execution of the `drawRectangularBackgroundWithBorders` function.

Test Plan:
Tested locally in RNTester. I noticed that when some content is rendered after the touchables, the ripple effect is "cut off" by the boundaries of the next view. This is not specific to Pressable, it happens to TouchableNativeFeedback too but I just didn't notice it before in https://github.com/facebook/react-native/pull/28009. As it is an issue of its own, I didn't investigate that.

Summary:
motivation: there are cases where one'd like to control the radius of the ripple effect that's present on TouchableNativeFeedback  - in my case, I want to make sure that both icons and text have the same ripple appearance, but that's currently not possible as far as I can tell.

Currently (afaik) the only way to set  (upper) ripple limits is by specifying width, height and border radius ( + `overflow: hidden`), and this works well for icons which can usually be bounded by a square, but not for text which can have rectangular shape.

This PR adds `rippleRadius` parameter to `SelectableBackground()`, `SelectableBackgroundBorderless()` and `Ripple()` static functions present on `TouchableNativeFeedback`. It can make the ripple smaller but also larger. The result looks like this:

I'm ofc open to changing the api if needed, but I'm not sure there's much space for manoeuvring. While I was at it, I did a slight refactor of the class into several smaller, more focused methods.

- ViewGroup.getChildVisibleRect()
- View.getGlobalVisibleRect() (Which calls into ViewGroup.getChildVisibleRect)
- View.getLocalVisibleRect() (Which calls into View.getGlobalVisibleRect())

According to Android documentation, View.getGlobalVisibleRect() should provide a rect for a given view that has been clipped by the bounds of all of its parent views up the view hierarchy. It does so through the use of the recursive function ViewGroup.getChildVisibleRect().

Since React Native has a separate clipping mechanism that does not rely on Android UI's clipping implementation, ViewGroup.getChildVisibleRect() is unable to determine that a rect should be clipped if the clipping view is a ReactClippingViewGroup. This resultantly breaks some important use cases for things like testing with Detox, which relies on this functionality to tell when a component is on-screen, as explained in the above referenced issue.

The rationale of the fix is essentially to implement logic analogous to [ViewGroup.getChildVisibleRect()](https://android.googlesource.com/platform/frameworks/base/+/master/core/java/android/view/ViewGroup.java#6176), discarding irrelevant Android clipping modes, and instead testing against the 'overflow' property, restoring the originally intended functionality. This is implemented as an override to ViewGroup.getChildVisibleRect() in the following classes:

 - ReactViewGroup
 - ReactScrollView
 - ReactHorizontalScrollView

Unfortunately, since the public ViewGroup.getChildVisibleRect() API recurses into a `hide` annotated API which cannot be overridden, it was necessary to provide this override in each of the above React Native classes to ensure the superclass implementation would not be called, which would break the recursion.

Currently, horizontal `ScrollViews` don't properly support `removeClippedSubviews`.

This is because the container view, `ReactHorizontalScrollContainerView` extends from regular `ViewGroup` instead of `ReactViewGroup` so doesn't have all the logic around clipping children.

Moreover, the `ReactHorizontalScrollContainerViewManager` doesn't actually support the `removeClippedSubviews` prop

This change:
- Makes  `ReactHorizontalScrollContainerView` extend from `ReactViewGroup` while maintaining the special logic around RTL scrolling
- Factors out a common `ReactClippingViewManager` which will be used to bridge all components which extend `ReactViewGroup` and support clipping. It has the logic for adding/removing children and getting child counts while considering clipped subviews
- `ReactViewManager` now extends this new `ReactClippingViewManager`
- `ReactHorizontalScrollContainerViewManager` also extends `ReactClippingViewManager`

be zero and it will cause the top left radius to never be set since
"(innerTopLeftRadiusX > 0 ? extraRadiusForOutline : 0)" will evaluate to zero.
In order to prevent this issue the condition will only consider topLeftRadius, topRightRadius, and etc.

I took a closer look to see if this fix does not causes a regression in https://github.com/facebook/react-native/issues/22511

### The fix

It achieves this by adding a mask to the RippleDrawable background, collecting that information from two new methods on ReactViewGroup:

1. getBorderRadiusMask() returns a drawable rounded rectangle matching the view's border radius properties
2. getBorderRadius() produces a float[] with the border radius information required to build a RoundedRectShape in getBorderRadiusMask()

Additionally, this commit updates setBorderRadius in ReactViewManager to re-apply the background whenever it is set, which is necessary to update the mask on the RippleDrawable background image as the border radius changes.
